Performing and visual arts organizations and the live events industry are facing a difficult path to recovery. As you consider how your city will allocate federal ARPA funds, we urge you to support the proposal for $10,000,000 in funding support for nonprofit arts and culture organizations and arts workers in Sacramento. The American Rescue Plan clarifies eligible use of funds for assistance to small businesses, nonprofits, and hard-hit industries like tourism, travel, and hospitality of which arts and culture can be described as part of all and essential to the recovery of your community. Funding the arts is a high return investment of which your community will greatly benefit. You would not be alone in making this investment for arts and culture. Some recent examples include $16 million for arts & culture in San Francisco including investments in a guaranteed income pilot for artists, $5 million in Orange County, CA and a smaller rural community such as Nevada County, CA, granting $476,000 to arts and culture organizations. The arts make our local economies stronger and drive commerce to local businesses. 72% of Americans attend arts or cultural events, such as the theater, museum, zoo, or a musical performance. Arts attendees spend $31.47 per person, per event, beyond the cost of admission (meals, retail, and lodging)—vital commerce for local businesses. Public investment in arts workers & arts organizations is key to the region’s economic recovery. Public funding for arts and creativity is a high-return investment in every town and rural community nationwide, not only in the biggest cities. It is a great example of government done right that fuels public-private partnerships, and according to the National Endowment for the Arts, leverages $9 in additional funds for every federal dollar invested, and puts tax dollars and decision-making authority into state and local hands.

The arts make our communities healthier. Public investment in arts workers & arts organizations helps our communities heal. A recent study found that the arts result in a 66% improvement in individuals experiencing depression, 50% improvement in anxiety symptoms, and an 83% decrease of stress. Arts make our communities more equitable. Public investment in arts workers & arts organizations is an urgent equity issue. Studies show that arts + culture make students 5x more likely to graduate higher high school, lower neighborhood crime rates by up to 18%, and increase civic participation by 2x. California Arts Advocates is the state wide comprehensive lobbying organization for the arts, culture and creative industries and workforce.
