Re: Z21-101 (Lot split at 5200 V & 2321 52nd Street)

Dear Mr. Abbes:

Thank you for notifying the Elmhurst Neighborhood Association about the appeal of the lot split, Project number Z 21 – 101. The ENA requests that this communication become part of the official record for this project. If other action is needed for this to become part of the official record, please let us know.

In general, the Elmhurst Neighborhood Association (ENA) board objects to variances because these can set a negative precedent.

However, given the age of the buildings at 5200 V and 2321 52nd, as a board we are not objecting to the splitting of the lot with the existing houses at 5200 V and 2321 52nd Street as long as there are no additional units including accessory dwelling units (ADUs) added to either of these properties.

On February 14, we communicated with you stating that: “Given the substandard lot size and existing lot coverage, it is our understanding that no ADUs could be approved administratively on either of the newly created parcels at 5200 V or 2321 52nd Street.”

You replied: “It would seem very difficult and potentially not possible to design ADUs that would fit within the administrative criteria for these lots. So I agree that it seems any future proposed ADU would require discretionary approval and public noticing and hearing. The applicants never expressed any desire for ADU development.”

In addition to not allowing ADUs on these lots, we also ask that neither of these units be allowed to be used as short term rental unless they are occupied as a primary residence. There are increasing neighborhood concerns about entire houses in our neighborhood being used as short term rentals. These are not primary residences, but rather defacto hotels – an improper use given there are plenty of vacant hotel rooms and the current lack of single family homes for sale particularly in our neighborhood.

Please let us know if you need additional information and if we need to do more to have this comment as part of the public record.

Thank you.

Subject: Mayor Steinberg should not oppose telework
Date: Monday, February 28, 2022 8:59:16 PM
Hello, I am a state employee living and working in Sacramento. I was upset and disappointed by Mayor Steingberg's comments to the effect that the state should be trying to get state workers back to their offices in the downtown sector in order to prop up local businesses.

We have seen large financial, environmental, and social benefits from the state's embrace of telework. Less cars are on the road (transportation is Sacramento's leading cause of GHG emissions), people are saving money, and there have been clear, significant increases in worker happiness and productivity since telework became the norm.

Instead of trying to turn the clock backwards and undo one of the few bright spots in this pandemic, Mayor Steinberg should be a leader; work with the state to turn surplus state and local business buildings into HOUSING UNITS. Tear down or renovate those buildings and you could massively increase the amount of available housing. Then there would be people around for those local businesses to sell to 24/7. Telework has become more popular across the state, so Sacramento could chart a course other municipalities could follow to revitalize their downtowns.

I hope the city council and mayor's office will listen to the feedback of their voters (and not special interest groups who do not have our interests at heart). If not, we'll see you at the ballot box.

Thanks for your time,
Jim

The number of internal frauds is increasing in different cities in the USA. Has there been any effort to modernize the auditing and use data analytics tools in forensic auditing and accounting?
