Description/Analysis
Issue Detail: Due to COVID restrictions staff training opportunities have been greatly reduced, with very limited access for in-person instructor-led training. Training activities, such as onboarding training, peer mentoring opportunities, hands-on software and systems training, supervisor and leadership, and employee professional development training, have been very limited. The challenges and changes over the past two years also presents the need and opportunity for targeted training to meet specific needs, such as utilizing virtual communication and collaboration systems, managing staff and teams virtually, developing individual, managerial and leadership skills for remote/mixed work situations, time management, and collaborative data sharing platforms, as well as expanding access to training for all City employees.
Policy Considerations: Professional services contracts exceeding $250,000 must be approved by the Council consistent with Section 3.56.090 of the City Code. A request for proposal (RFP) process was conducted and evaluated consistent with City purchasing policies.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1 million shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on February 17, 2022, in compliance with the City Code.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): This report concerns administrative activities and government fiscal activities that do not constitute a “project” as defined by CEQA Guidelines sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA. (CEQA Guidelines, section 15060(c)(3).)
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: On November 2, 2021, the City issued RFP No.
P22081041001 to secure training service providers for the delivery of live, instructor-led virtual training covering a broad spectrum of employee personal and professional development and business process and efficiency training topics.

In addition to the need for virtual training due to COVID restrictions, the RFP designated four (4) core training competencies in alignment with the City’s Organizational Development’s rigorous staff and organizational development training plan. Core competencies include: 1) Leadership Development, 2) Manager and Supervisor Skills, 3) Program, Project, and Team Development Skills, and 4) Employee Business Skills and Career Development.
Of the seventeen (17) responsive proposals received, the top-ranked five (5) firms demonstrated ability to provide one or more trainings in the core training competencies, such that collectively the City will have access to interactive training for all City staff on a very wide breadth of training topics and support, integrating a format the supports virtual interaction to include virtual workplace settings. Because each of the selected firms offer differing and unique training options, establishing contracts with multiple training providers gives the City much-needed flexibility and agility in meeting both individual and collective training needs.
