Description/Analysis
Issue Detail: Petrovich Development Company Inc., (PDC) (Developer) is the master developer of the housing and commercial Crocker Village project, previously referred to as Curtis Park Village, that is currently under construction. The project site encompasses approximately 51.31 gross acres and is bordered on the west by Union Pacific Railroad and Light Rail tracks, to the north and east by the existing Curtis Park neighborhood, and to the south by Sutterville Road.
The Developer’s affiliated construction company PDC has opted to develop the project’s park, which has been named as Ray Eames Park after a prior resident of Curtis Park who became internationally famous as an artist and designer. The park site (approx. 6.6 net acres) has been designed as a joint use detention basin and neighborhood park (“Park”). The detention basin encompasses 4.49 acres of the park site. The Park has been planned as a neighborhood park to serve the residents and employees of the development project. The Park improvements are in accordance with the City Council approved Ray Eames Park Master Plan.
Prior to issuance of building permits the developer is required to pay Park Impact Fees in accordance with the Sacramento City, Title 18, Chapter 18.44 (the “Fee Ordinance”). The purpose of assessing the Park Impact Fee is to provide funds necessary to design, construct, and install park facilities to meet the needs of, and address the impacts caused by, the residents and employees within the development project. The Fee Ordinance authorizes reimbursement using the Park Impact Fees previously paid for the design and construction of park facilities that otherwise would be built by the City with the Park Impact Fee revenues.
PDC will be entitled to reimbursement for the Park construction costs in an amount equal to $583,561 ($530,510.75, plus a 10% contingency). The estimated cost for the Park site improvements, including construction of the detention basin, is $1.5 million.
Policy Considerations: Utilizing Park Impact Fees (Fund 3204) to fund park improvements is consistent with Sacramento City Code Section 18.56.230 as these funds will be used to:
“Finance the design, construction, installation, improvement, and acquisition of for neighborhood parks within two miles of the development project, community parks within five miles of the development project, and regional and citywide park facilities regional and citywide park facilities located anywhere in the city.”
Providing parks and recreation facilities is consistent with the City’s Strategic Plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

Economic Impacts: Not Applicable.
Environmental Considerations: The Ray Eames Park project has been reviewed for compliance with the requirement of the California Environmental Quality Act (CEQA) and has been determined to fall within the scope of the Environmental Impact Report (EIR) for the Curtis Park Village Development Project (P04-109), which was approved by City Council on April 1, 2010 (Resolution 2010-174). The EIR adequately described the development of this park facility as part of the development project. The analysis, findings, and mitigation measures remain unchanged, and no further environmental review is required.
Sustainability: The Park will advance the goals, policies, and targets of the City’s Sustainability Master Plan and the Parks and Recreation Sustainability Plan by reducing greenhouse gas emissions and air pollution through the addition of trees and other plantings and improving health of residents through the access to a diverse mix of wellness activities.
Individual products have not been chosen at this level of development, but the design will include products from recycled materials, if available, and shade covering for less heat gain.
The park development will include sustainable design using water efficient irrigation design controlled by the centralized irrigation system, low water-use shrubs and groundcover, and use of native tree plantings
Commission/Committee Action: At its August 1, 2019, meeting the Parks and Community Enrichment Commission reviewed and recommended approval of the Park Master Plan and name “Ray Eames Park” for approval by the City Council.
Rationale for Recommendation: The Park Impact Fee Reimbursement Agreement with PDC allows for construction of the Park. The PDC’s construction of the park, rather than the City, will accelerate the timing when the new residents will be able to use the Ray Eames Park.
Financial Considerations: The financial appropriations recommended will be allocated from the Developer’s previously paid Park Impact Fees. There is sufficient funding in the Park Impact Fees Available Fund Balance for these transfers:
• Appropriate $730,974 to the Crocker Village Park Development Project (L19112400) • Appropriate $12,975 to the Art in Public Places Program project (L19920000) • Appropriate $32,437 to YPCE operating budget
Local Business Enterprise (LBE): The Developer is constructing the Park; therefore, the City’s LBE requirements do not apply.
