Description/Analysis
Issue Detail: In December 2016, the City Council established a Capital Improvement Project for the Capitol Mall Revitalization (T15175100), and appropriated and transferred funds for preliminary concept development, stakeholder engagement and concept report for improvements between 3rd Street and 9th Street.
In 2018, the City Council authorized the Department of Public Works to submit a grant application as part of the Sacramento Area Council of Government’s (SACOG’s) allocation of regional federal funds, and SACOG programmed the City $500,000 for preliminary engineering and environmental clearance.
In November 2020, a solicitation for professional services was advertised to competitively select a consulting firm to provide preliminary design, public and stakeholder outreach, and environmental services. The panel was comprised of City staff representing transportation planning, urban design, and engineering services, economic development, and a representative from CADA. The City received ten proposals, and the review panel recommended the top three teams to interview. Based on the total scores and the strengths of the teams, the selection panel unanimously selected Arup US, Inc. as the top ranked team.
Since the consultant selection, City staff and the consultant team have reviewed scope and budget elements and refined the scope to reflect an efficient and streamlined delivery approach for the preliminary design and environmental clearance.
Staff recommends executing a professional services agreement for preparation of the preliminary design and environmental clearance to Arup US, Inc.

LU.6.6 – Visual Identity: Enhance the visual identity, landscaping, orientation of development and unique gateway status of Capitol Mall.
LU.6.7. – Community Engagement: Engage the community to reimage the underused public spaces along Capitol Mall and create comfortable and inviting gathering places for active arts, festivals, and other events.

LU.6.9 – Funding Coordination: Continue to coordinate with the State and other agencies to pursue funding sources to implement improvements to Capitol Mall.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): The requested action would approve budgeting and a professional services agreement for the Capitol Mall Revitalization Project. The action is an administrative activity that would not result in a direct or indirect significant effect on the environment and is exempt from CEQA review. CEQA Guidelines section 15378(b)(5); 15060(c)(3). Appropriate CEQA review will be incorporated as part of the project review.
National Environmental Policy Act (NEPA): The project has been awarded federal funding, and accordingly, appropriate NEPA reviews are part of project development.
The California Department of Transportation is the NEPA lead agency.
Sustainability: The project is consistent with sustainability goals of promoting walking by developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system.

Rationale for Recommendation: The Department of Public Works advertised a Request for Proposals for the competitive selection of a consultant firm. The scope of services included the preliminary engineering and urban design, public and stakeholder engagement, and environmental clearance. Ten firms responded:
AECOM Design Workshop
Toole Design Gensler
PAU Jacobs
Marvel Arup US, Inc
WRT SWA Group
The panel of reviewers were comprised of City staff representing transportation planning, urban design, engineering services, economic development, and a representative from the Capitol Area Development Authority (CADA.), The panel reviewed and evaluated the consultant teams’ written proposals based upon experience, qualifications, project understanding, and work plan among other factors. Three teams were asked to interview:
Design Workshop, Toole Design, and Arup US, Inc. Based on the interview and proposal, Arup US, Inc. was recommended as the top ranked firm.
City Council action is required to complete the budgetary adjustments and to execute a Professional Services Agreement with Arup US, Inc.
Financial Considerations: The estimated project cost to complete preliminary engineering , public and stakeholder engagement, and environmental clearance is $920,000. CADA has agreed to contribute $100,000 for the preliminary design and environmental clearance, and a Memorandum of Understanding has been executed for that funding. With the approval of $450,000 (Federal Capital Grants, Fund 3703) and the transfer of $70,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Program (T15007200), there will be sufficient funding to execute the professional services agreement for environmental clearance and final design to Arup US, Inc for a not-to-exceed amount of $635,952 and complete the preliminary engineering phase and the environmental clearance.
At this time, there is no funding programmed for construction of the project.
Local Business Enterprise (LBE): This is a federally funded project, therefore the City’s LBE policy is held in abeyance. Disadvantaged Business Enterprise (DBE) federal policy applies.
Arup US, Inc pledged to exceed the DBE goal for this project.
Background The Central City Specific Plan included policies to improve Capitol Mall into a meaningful public space, recognizing its importance to city identity and it’s potential to be an activated link connecting key destinations in downtown and to the State Capitol building and grounds.

The Department of Public Works prepared a Feasibility Study for a reconfiguration of the public right of way on Capitol Mall, between 3rd Street and 9th Street. The goals of the reconfiguration of Capitol Mall are to better support day-to-day pedestrian and bicyclist activity, to support smaller-scale activation, to better support large events and civic demonstrations, and to create a vibrant public space connecting key Sacramento destinations (such as the Golden 1 Center, the Capitol Building, the Crocker Art Museum, and the Waterfront) which reflects the priority of Sacramento’s values and influence on the state and the nation.
The Feasibility Study established an initial preference for a roadway alignment and lane reduction and identified opportunities and constraints. The preferred alignment that emerged through the process was to eliminate the wide median and bring the roadway segments together in the middle of the road, which – combined with the lane reduction – will reduce the overall crossing distance for pedestrians and improve walkability. This will also allow for an expanded pedestrian realm that can support activation.
The ultimate project is also anticipated to include landscaping and tree planting, new signals, pedestrian-scale lighting and amenities, and to include flexible plaza space for events, placemaking, public art, farmers’ markets, and other public uses.
