Natomas Basin HCP – 2022 Fee Adjustment
City Council Presentation
Michael Hanebutt, Associate Planner
Natomas Basin Habitat Conservation Plan (NBHCP)
The NBHCP applies to the 53,341 acres of the Natomas Basin, located in the north- western area of Sacramento County and the southern portion of Sutter County. The Basin contains incorporated and unincorporated areas within the jurisdictions of the City of Sacramento, Sacramento County, and Sutter County.
2003 NBHCP & Implementation Agreement approved by City Council on May 13, 2003 NBHCP Signatory Parties include City of Sacramento, Sutter County, USFWS, CDFW & TNBC.

HCP – City and Impact Fees
 City fully participates & supports the HCP and TNBC
 Prior to new grading, development is subject to the payment of HCP fees.  HCP impact fees are evaluated by the conservancy annually and a recommendation is made to the City as to the needed fee adjustment during a regular City Council meeting.
 Sutter County also considers fee for adoption as signatory party  The TNBC adopted a proposed fee increase at their December 1, 2021 meeting.  The new fee is $43,968 per gross acre of development ($27,718 w/ land dedication), an increase of $3,936 for the full fee ($2,686 w/ land dedication)  The fee increase is necessary due to increases in land acquisition and operating costs for the TNBC.
 Annual adjustments have been made over the past 15 years, but the 2022 fee is nearly identical to the rate in 2010.
