RAD 2022 Update
March 2022

Key Background and Features of the
RAD Program
• The Rental Assistance Demonstration Program, otherwise known as RAD, is a Department of Housing and Urban Development (HUD) program that provides the opportunity for Public Housing units to convert to Section 8 Project-based housing.
• The program was established by Congress in 2012 to help address a $26 Billion nationwide backlog of deferred maintenance within the Public Housing program. • Provides predicable, long term assistance that is not reliant on Federal Funding decisions. Housing Assistance Payment contracts are for a duration of 20 years and must be renewed.
• Properties are required to remain affordable in perpetuity, and are governed by multiple regulatory agreements and the long term HAP Contract. • RAD properties must be owned or controlled by a public or non-profit entity. • RAD allows for Public Housing properties to leverage debt and to attract private investment (e.g. Section 42 Tax Credits)
