Description/Analysis
Issue Detail: In August 2016, the City Council accepted the Broadway Complete Streets Plan as the City’s guide for the reconfiguration of the Broadway corridor between Interstate 5 and State Route 99. On February 14, 2017, the City Council approved the establishment of the Capital Improvement Project.
When fully implemented, the Broadway Complete Street Project (T15175300) will transform Broadway from 3rd Street to Franklin Boulevard into a complete street that creates an active pedestrian, bicycle, and transit friendly environment.
The accepted plan and proposed project will reduce the vehicle travel lanes from four lanes to two lanes with a center turn lane, add buffered bike lanes, accommodate parking, and improve pedestrian crossings. The project will also add a new roadway segment, called 29th Street, connecting X Street and Broadway at the southbound SR-99 on-ramp, allowing traffic to use the higher-capacity X Street, rather than Broadway. The project will also convert 16th Street from one-way to two-way between Broadway and X Street to provide a southbound entry with a straight path onto Land Park Drive, which currently connects to Broadway at a skew.
In 2018, the City Council awarded the professional services agreement to Mark Thomas & Company to complete the project approval and environmental documentation for the project.
In 2020, a supplemental agreement was subsequently executed with Mark Thomas & Company to complete final design services for the project.
Through the course of design development, the city project team has incorporated pedestrian level safety elements including rectangular rapid flashing beacons (RRFBs) and streetlighting at intersections and along 29th Street which were not estimated in the design, at earlier stages of the project development.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56 and Sacramento City Council Rules of Procedure, Chapter 7, Section E.2.d, which requires additional posting time for agreements and contract greater than $1 million.
The actions requested herein are also consistent with the City’s goals of improving and expanding public safety, and enhancing livability, as identified in the General Plan:
M1.2.1 – Multimodal Choices. The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.

These improvements will accommodate cyclists of varying experience levels and abilities and increase overall ridership.
M1.2.2 – Level of Service (LOS) Standard. The City shall implement a flexible context- sensitive Level of Services (LOS) standard and will measure traffic operations against the vehicle LOS thresholds established in this policy…The City’s LOS thresholds have been defined based on community values with respect to modal priorities, land use context, economic development…In the Core Area (Central City Community Plan Area) – LOS F is allowed.
The project is consistent with goals established in the Central City Specific Plan for the Broadway District:
LU.7.10 – Broadway Complete Streets Plan. Implement the Broadway Complete Streets Plan which introduces traffic calming, reduced roadway and intersection widths, reduced left turn lanes, consistent curb treatments, street lighting, and additional on-street parking.
This project is also consistent with the City’s Vision Zero efforts, the goal of which is to eliminate traffic fatalities and serious injuries (Resolution No. 2017-0032). A portion of Broadway is on the High Injury Network.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): On October 15, 2019, City Council approved an addendum to the Central City Specific Plan Environmental Impact Report (CCSP EIR) to include the improvement proposed with the Broadway Complete Streets Project.
The CCSP EIR evaluated the potential impacts for the improvements identified in the Broadway Complete Street project, including the lane reduction, bike and pedestrian facilities, streetscape improvements, lighting improvements, and 29th Street extension between Broadway and X Street. Supplemental traffic analysis was performed to evaluate intersection and corridor operations, and operations along adjacent streets.
The supplemental analysis identified no significant impacts that were not previously identified and evaluated in the CCSP EIR.

This project is federally funded. In compliance with the National Environmental Policy Act (NEPA), Caltrans determined on March 3, 2020, that the project is a Categorical Exclusion under 23 CFR 771.112(c)(3) and is categorically excluded from needing to prepare an environmental assessment (EA) or environmental impact statement (EIS).
No further environmental review is required for subsequent actions of the previously approved project.
Sustainability: The recommended action supports City Council’s sustainability priorities. The transportation sector accounts for 56% of community-wide greenhouse gas emissions. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips and increase transit and active modes. The project under development would implement the Climate Action Plan by providing enhanced pedestrian and bicycle connections. Improvements would also support one of Sacramento Regional Transit’s busiest bus routes, further supporting vehicle trip reductions.
Commission/Committee Action: None
Rationale for Recommendation: The RRFB and streetlighting elements were not included in the original final design scope of services. A supplemental professional services agreement for engineering design is needed to include these additional safety elements into the final design documents for construction. Approval by the City Council is required to execute a supplemental agreement with Mark Thomas & Company per city code.
Financial Considerations: The estimated total cost to complete final design activities for the Broadway Complete Street Project (T15175300) is $2.4 million. There is sufficient funding to award the supplemental agreement with Mark Thomas & Company for an amount not to exceed $54,376, bringing the overall contractual not-to-exceed amount of City Agreement No. 2018-0617 to $1,703,749 and cover the management and administrative time required to deliver the project.
Local Business Enterprise (LBE): The contract with Mark Thomas & Company is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The DBE goal for this project is 13%. Mark Thomas & Company exceeded the DBE goal by pledging 19.8%.
