Description/Analysis

Issue Detail: The City of Sacramento spends approximately $133,000 annually to have cash picked up or deliveries year-round from seventeen City facilities and five parking garages. In addition, cash is picked up from or delivered to several City swimming pools during the summer season. The current contract with GardaWorld Cash Logistics expires on June 30, 2022. The City issued Bid No. B22061521003 for “Armored Transportation Services for Citywide Cash Pickups and Deliveries” on the PlanetBids eBid portal on January 21, 2022.

There were 230 vendors notified of the bid. In addition, a newspaper advertisement inviting bids was published on January 25, 2022, in the Sacramento Bulletin, the official newspaper of the City of Sacramento. The bid period closed at 2 PM on February 16, 2022; no bids were received. Staff is recommending Council authorization to utilize an alternative procurement model to ensure that these services are available when the current contract expires.

Policy Considerations: The recommendations in this report are in accordance with City Code

3.56 and AP-4101 for non-professional services.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by the CEQA [CEQA Sections 15061(b)(3) and 15378(b)(2)].

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: City Code 3.56.230 states that the restrictions and provisions of competitive bidding shall not apply when, after advertising for bids as required, no valid bids are received. AP-4101 for Non-Professional Services, Section 2.2, states that a different procurement method when no bids are received if the method is approved by the City Council. A two-thirds vote by the City Council is required to allow staff to negotiate directly with service providers to obtain a contract for the lowest price. This is in the City’s best interest to ensure that a new contract is executed prior to July 1, 2022.

Financial Considerations: Funding for the contract is to be included in operating budgets and/or capital improvement program budgets of the departments that require these services.

Funding in future fiscal years is subject to funding availability in the adopted budget for the applicable future year.

Local Business Enterprise (LBE): The LBE preference requirement was waived for the original solicitation. The waiver will remain to give staff increased latitude in selecting a contractor.
