Description/Analysis
Issue Detail: The California State Library Building Forward Program Grant was a result of the Budget Act of 2021 (SB 129) to appropriate $439 million in one-time funds to address life- safety and critical maintenance needs of public library facilities throughout California. This competitive grant program prioritizes funding for local library facility projects addressing life safety and other critical maintenance needs and projects serving high poverty areas of the state.
Eligibility requirements are one application per library, although agencies may submit multiple applications. Grantees will be required to provide matching funds on a dollar-for-dollar basis and the California Poverty Measure (CPM) will be used to prioritize projects in high poverty areas of the state. Applicants may apply for a reduction to their required match based on the library’s (Local Income Per Capita) LIPC levels. The City of Sacramento Library’s LIPC, according to the California State Library, is designated at a 1.5 calculation match for all the libraries proposed in this recommendation. Staff will be submitting a Match Reduction Justification Request as part of the grant application process. If approved the City’s match will be 50 cents for every grant dollar.
This grant has a very short window of time for submittal of applications. A separate application is required for each library, with a $10 million grant funding cap per library. All funds must be expended by March 31, 2026.
City staff in partnership with staff from the Sacramento Public Library Authority evaluated potential projects for the libraries located throughout the City and selected critical projects that best met the goals and purpose of this grant program. Based upon the stated goals of the grant program, community benefits, and the availability of required local match funds, City staff in conjunction with the library staff recommend submitting the following five major projects for grant funding. The projects are listed in order of priority.
1. Building renovations to convert the former Sacramento News & Review building into the new North Sacramento Library.
2. Central Library - major repairs to elevator, HVAC, and roof.
3. Belle Cooledge Library - major repairs to the exterior tile veneer, new roof, and HVAC upgrade.
4. Del Paso Library - roof repairs and parking lot repairs
5. Martin Luther King Library - complete major renovation.

Policy Considerations: This grant would support funding to improve library facilities and services, consistent with the mission of the library. It also supports the following General Plan policies:
ERC 3.1.1 Adequate Services and Facilities. The City shall ensure adequate library services and facilities are maintained for all residents.
ERC 3.1.7 Funding. The City, in conjunction with the Sacramento Library Authority, shall explore methods of financing new library facilities and expanding and upgrading existing facilities.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): Under the California Environmental Quality Act (CEQA) guidelines, continuing administrative activities such as grant applications do not constitute a project and are therefore exempt from review. Any projects that are awarded grant funding will undergo necessary environmental review.
Sustainability: Not applicable
Commission/Committee Action: None
Rationale for Recommendation: The projects identified in this report meet the objectives of the grant program, will provide funding for critical life safety and maintenance projects, and provide for investing in some of our communities most in need.
Financial Considerations: A total of $439 million in one-time funds is available through the California State Library Building Forward Program Grant. There is a $10 million cap in grant funds per library. The grant requires a dollar-for-dollar local match; however, applicants may apply for a reduction to their required match based on the library’s (Local Income Per Capita) LIPC levels.
If all five of the proposed library grants are approved, and the match reduction request is approved, this would be a total investment of approximately $23.5 million for the five major projects, with $15.6 million in grant funding and a City’s contribution of $7.8 million. For the

City match portion, approximately $4.4 million is currently available in the North Sacramento Library Relocation Project (C15000850) and about $500,000 is available from the Facility Reinvestment Project (C13900000) in Measure U projects that are correlated to the Library. At this time, it is unknown how many of the five grants might be funded. If all proposed projects are approved for grant funding, an additional $2.9 million in matching funds would be needed before Fiscal Year (FY) 2025/26.
Staff will return to the City Council to establish Capital Improvement Projects and related budgetary adjustments when specific grants are awarded. Staff will work to identify matching funds for any grants that are awarded as a result of these applications. If any grant is approved that would require local funding beyond what is currently available, staff will include a request for local funding in future budget cycles. If local funding is not approved, the grant funding would not be accepted.
Local Business Enterprise (LBE): Not applicable.

Grant application project summaries:
1. North Sacramento Library, Buildout the Former Sacramento News and Review Building (District 2):
The total project estimate is $9,624,231, $6,416,154 grant funds and $3,208,077 City matching funds.
The North Sacramento library is in a leased building at 2109 Del Paso Blvd. The lease is currently month-to-month and is not available for a long-term lease. Because of this situation, a new location for a library is required. The midyear actions for FY2019/20 included $45,000 in North Sac Library Relocation Project (C15000850) to look for a new location. For midyear FY2020/21, another $5,000,000 was added, and another $2,500,000 was added in the FY2021/22 budget, bringing the total in the CIP to $7,545,000 for the purpose of finding, purchasing, designing, and renovating a building for the library. After an extended search, the City purchased the old News and Review building located at 1124 Del Paso Boulevard in July of 2021.
In January of 2021, staff prepared a cost estimate for the design and construction of the library totaling $4,150,000. Because of the change in the construction climate over the last year, staff has prepared a new cost estimate for design and construction, and it is significantly higher than what was prepared over a year ago. The new budget was compared to a budget prepared by the City of Elk Grove for a similar renovation to an existing building for a conversion to a library. The revised estimate is comparable to the Elk Grove estimate.

Significant renovations to the building are required to convert it into a library, some of which were unknown in 2021, including new roof and skylights, structural modifications to the roofing structure, potentially a seismic upgrade, fire sprinklers, fire alarm, interior tenant improvement and new restrooms.
The new library location is a two-story building with 51 parking spaces. The ground floor is approximately 18,116 gross square feet. The second floor is served by a set of stairs and is intended to be used for storage.
The new library will include the following:
• Lobby
• Conference Room
• Circulation Desk
• Collections & Technology
• Community Room
• Maker Space
• Staff Work Room & Break Room
• Mobile Services
• Multiple Study Rooms
• Children’s Area
• Teen’s Area
• Tween’s Area
• Storage
• Assorted Support Spaces (Rest Rooms, Data, etc)
2. Central Library Major Repairs (District 4): Elevator upgrade, HVAC, and Roof Repairs
Three major repairs are proposed for the Central Library. The total project estimate is $1,394,902, $929,935 grant funds and $464,967 City matching funds.
• Passenger Elevators 1&2 modernization: The two passenger elevators share a common elevator equipment room and must be upgraded together, they cannot be done separately.
Due to the age (32 years old) and frequency of use of the elevators, they are desperately in need of a major modernization. The work includes, upgrading the electrical and control systems, using the most current technology, new door technology, new lighting, upgrading the hydraulic lift equipment and an interior refresh.
• Roofs 2&3 repairs: Roof 2 and Roof 3 require repairs and a new coating that has a 20- year warranty. The roofs are approximately 32 years old and need to be repaired and coated to prevent future water intrusion and potential damage to the roofing sub-structure.

• HVAC Chiller repairs and upgrade: Improvements are needed to retrofit the 32-year-old HVAC chiller by installing new energy efficient turbo core compressors. Electricity costs will be reduced due to increased efficiencies of the compressors and reduced running time at full load.
3. Belle Cooledge Library Major Repairs (District 7):
Three major repairs are needed, and they should all be done as a single project since they are related. The total project estimate is $1,805,020, $1,203,347 grant funds and $601,673 City matching funds.
• Exterior wall brick and tile veneer replacement and wall repairs: The Belle Cooledge library was built in 1992 and was designed with an extensive fascia of thin brick and ceramic tiles on all sides of the building. The building is about 12,000 square feet and host over 70,000 visitors annually. The design is an attractive building focal point that compliments the surrounding buildings and the Belle Cooledge Park. Unfortunately, because of age and wear and tear, water intrusion has caused irreparable damage to the fascia, resulting in brick and tile randomly dislodging, and falling to the ground. At this point all the fascia must be replace, including the tile, brick veneer, wood siding underneath and the waterproofing membrane. If the repair work is not completed soon, the ongoing damage could potentially make the building unoccupiable. There is also a safety reason to make the repairs, tiles randomly falling off the building could cause harm to staff or patrons of the library.
• Roof replacement: In addition to the building fascia needing to be replaced, the 30- year-old roof also requires replacement. There is a very large tree canopy that inundates the roof with organic matter such as leaves, pollen and twigs. Even with regular maintenance, the organic material has damaged the roof and it requires replacement.
• HVAC upgrades: The HVAC systems are over 20 years old and are past their useful life and require replacement. Units today are 20% or more energy efficient than the existing units. The optimal time to replace the HVAC units is while the roof is being replaced, since the units are located on the roof.

4. Del Paso Library Repairs (District 2): Roof Replacement, and Parking lot repairs and improvements.
Two major repairs are needed. The total project estimate is $395,906, $263,937 grant funds and $131,969 City matching funds.
• Roof replacement: The existing built-up roof is past its useful life and requires replacement. The project will remove and replace the built-up roof with a new single ply roof.
• Parking lot repair: The asphalt parking lot is in very poor condition and is cracking and spalling throughout, requiring removal of the existing asphalt and installation of new asphalt.
5. Martin Luther King Library Major Rebuild (District 8): Complete rebuild of building.
The total project estimate is $10,251,384, $6,834,256 grant funds and $3,417,128 City matching funds.
The Martin Luther King Library (ML King) was built in 1970 and is about 15,078 square feet.
The building was remodeled in the late 1990’s, at which time the main building entrance was moved from the street side to the parking lot side to better serve customers by moving the entrance away from a busy street. During the remodel, the community room was converted into staff offices, workroom, and back storage for library materials. Because of this conversion, the current community room is small and limits library programming. Larger programs must be held in public areas of the library. The programs vary in size, but often have as many as 30 adults and 90 or more for children’s programs, such as story time.
DVDs, videos, and large print materials are the highest-circulating materials at the ML King Library. Library staff report that some users are not staying and working at the library due to noise issues and space constraints. More comfortable seating and a separate teen area would help these issues. Visibility from the staff desk to the children’s area and distant parts of the library are not ideal due to the tall stacks needed to accommodate the collections.
The staff workroom is currently inefficient. With surplus shelves and other furnishings crowding the area as well as poor access to the book drop bins. Thermal comfort can also be a problem in the workroom. A more civic presence on the street and an expansion to the ML King library is needed to increase all library services.
