The Honorable Elissa Konove
Acting Secretary, California State Transportation Agency 915 Capitol Mall, Suite 350B

RE: 2022 TRANSIT AND INTERCITY RAIL CAPITAL PROGRAM (TIRCP)

APPLICATION FOR THE SJRRC/SJJPA PROJECT

Dear Acting Secretary Konove,
On behalf of the City of Sacramento, I am writing to express our strong support for the San Joaquin Regional Rail Commission (SJRRC) and San Joaquin Joint Powers Authority (SJJPA) grant application requesting funding to continue expansion of the SJRRC/SJJPA Valley Rail Program. This request totaling $179 million – will support $164 million in year of expenditure (YOE) for the ACE Extension from Ceres to Turlock, $114 million (in YOE) to extend the planned San Joaquins 9th Daily Round Trip between Sacramento/Natomas and Stockton to Fresno, and $1 million for Network Integration Planning Funds for the SJRRC/SJJPA.

Improved passenger rail is an essential component of the future of our transportation network, and this critical public works investment will benefit communities throughout the Northern California Megaregion and Central Valley. The proposed ACE and San Joaquins projects will enhance connections for residents and visitors traveling between Sacramento, the Bay Area, and the fast-growing San Joaquin Valley.

The proposed projects will bring significant benefits for the Northern California Megaregion and the Central Valley:
• Direct access to Sacramento, the Bay Area, Bakersfield, and all the markets.

The ACE extension to Turlock and expanded train options along San Joaquins will connect people to 700,000 jobs within 2 miles of the ACE and San Joaquins stations alone.

Page 5 of 10 ends

• The ACE extension between Ceres and Turlock is a necessary next step to extend ACE to Merced and connect with future HSR Interim Service. • Better frequency on the existing San Joaquins route between Sacramento and Fresno. This increase in San Joaquins service (and the increases to come in the future) will provide greater connectivity to future HSR Interim Service at Merced, enabling the service to become a more useful and reliable piece of the regional network.
• Reduced air pollution, GHG emissions, and VMT. Providing options for mode shift for intercity and commuter rail trips will be essential with the expected continued population growth in the Central Valley.

The City of Sacramento strongly supports this application for improved passenger rail.

This project is an important strategy for our city to reduce greenhouse gas emissions, congestion, improve quality of life, promote transit-oriented development, improve access to disadvantage communities, and pursue a comprehensive and more sustainable transportation network for our future.

Thank you for considering the SJRRC/SJJPA grant application.

Sincerely,

Jay Schenirer

RE: AB 1400 (KALRA) CALIFORNIA GUARANTEED HEALTH CARE FOR ALL ACT -

SUPPORT
Dear Assemblymember Holden
On behalf of the City of Sacramento (City), I write to express our support of Assembly Bill 1400. AB 1400 would set in motion a single-payer health care coverage system in California, known as CalCare, for all residents, regardless of citizenship status. On November 30, 2021, the City passed a resolution in support of
AB 1400.

Despite the gains made under the Affordable Care Act, nearly three million Californians have no health insurance, and millions more have insurance that they cannot afford to use because their copays and deductibles are too high.

CalCare health benefits will be fully comprehensive and include all primary and preventive care, hospital and outpatient services, prescription drugs, dental, vision, audiology, reproductive health services, maternity and newborn care, long-term services and supports, prescription drugs, mental health and substance abuse treatment, laboratory and diagnostic services, ambulatory services, and more. Patients will have freedom to choose doctors, hospitals, and other providers they wish to see, without worrying about whether a provider is “in-network.” The CalCare program would not only guarantee health care to all Californians, it would save families and businesses thousands in annual health care costs by cutting down on waste and inefficiencies in our health care system.

For the reasons stated above, the City is pleased to support AB 1400. Should you have any questions about our support of this bill, please contact Consuelo Hernandez, Director of Governmental Affairs, at 916-808-7395 or [email protected].

Sincerely,
Jay Schenirer

RE: SB 513 (Hertzberg) HOMELESS SHELTER GRANTS: PETS AND VETERINARY

SERVICES - SUPPORT
Dear Senator Portantino:

On behalf of the City of Sacramento (City), I write to express our support of Senate Bill 513.

SB 513 would, subject to an appropriation in the annual budget act, establish and administer a grant program to award funds to qualified homeless shelters to provide shelter, food and basic veterinary services for pets owned by people experiencing homelessness.

The City Council has taken significant steps to address the complex issues related to homelessness. Through the council’s adoption of the Comprehensive Siting Plan, the establishment of the Department of Community Response, and ongoing collaboration with the County and State, city leaders are committed to creating support and solutions for our community.

On December 7, 2021, the City Council approved funding to hire additional Animal Care Services staff to provide resources for the City of Sacramento Master Siting Plan, which lists sites that could provide space for various types of shelters for people experiencing homelessness. These additional positions will allow our staff to provide resources to shelters that allow people and their pets to be housed together. In addition, we will be able to provide outreach services to community members experiencing homelessness that own pets, with the goal of helping them get into shelters that allow pets. The December 7th action was funded by the City’s federal American Rescue Plan Act allocation. Additional state funding provided through SB 513 would allow us to provide even more of these critical services to our unhoused residents and help us more effectively address homelessness.
