Description/Analysis

Issue Detail: In May 2020, the City Council authorized a professional services agreement with Ascent Environmental Inc. to fund consultant services in assisting staff with the planning effort and environmental impact report (EIR) for the Stockton Boulevard Plan. The Stockton Boulevard Plan includes a specific plan and strategic neighborhood action plan meant to revitalize the corridor while minimizing potential displacement of either businesses or residents.

Staff is requesting the authorization to execute a supplemental agreement for additional consulting services for an amount not to exceed $241,920 for a new total not-to-exceed amount of $1,321,043.

The additional scope and budget is needed to address several ideas and concerns that have come up during the beginning of this planning and implementation process.

1. Preliminary Community Review Draft – Staff has received community questions about what the plan would include and how the plan could be used to aid the community in guiding the types of development and activities allowed in the plan area. The planning team collected a lot of input on ideas, strategies, and policies and is working to create a draft plan that is responsive to this input. A typical process would publish a draft public review draft with a draft environmental impact report (EIR). The planning team has proposed adding an additional draft that will allow the community to review and collaborate on a more informal draft to ensure the public review draft reflects community concerns and preferences as much as possible. The goal of this additional task is to build trust with the community and help create a plan that has broad community support.

2. Gentrification Analysis – The original scope and budget included an analysis of residential and commercial gentrification, with an emphasis on risk of displacement. The residential displacement analysis was based on UC Berkeley’s Urban Displacement Project’s methodology and data analysis. However, there is no popularly accepted methodology for commercial gentrification and displacement risk. The consultant created a methodology and provided an area-wide analysis. However, because there was no greater area with which to compare, it was challenging to make any meaningful conclusions. This additional scope will provide the City with a citywide analysis of commercial gentrification and displacement risk. This will not only aid this project to inform strategic actions to address this risk but will also provide a baseline for similar analyses for other neighborhoods.

3. Implementation Preparation – This planning effort is the first of its kind in the city and is aiming to be a true collaboration between the City, its partners, business owners, landowners, and residents along the Stockton Blvd corridor.

While there has been extensive engagement, this amendment recognizes additional capacity building is needed so that local organizations and individuals are better prepared to lead implementation of the plan.

4. Community Engagement – Additional scope and budget is included in this amendment to support the preliminary community review draft and implementation.

5. Project Management – Additional scope and budget has been added to continue to support the other tasks added as part of this amendment.

Policy Considerations:

The planning effort is consistent with the Inclusive Economic and Community Development framework (adopted October 2, 2018) to:

• Build community ownership, voice and capacity;
• Make all neighborhoods healthy communities of full opportunity; • Expand employment opportunities; and
• Advance equity, diversity, and inclusion throughout Sacramento’s business community.

This proposed supplemental agreement is consistent with 2021-2029 Housing Element policies:
• H-4.5 Amplify Community Voices Through Neighborhood Planning. The City shall work with representative groups of community residents, including non-English speakers, to identify housing needs and implement solutions at the neighborhood level, particularly in areas targeted for inclusive economic and community development. • H-5.3 Develop Neighborhood-Specific Anti-Displacement Strategies. The City shall engage neighborhood residents in developing customized anti-displacement solutions through neighborhood-level planning in areas targeted for inclusive economic and community development, particularly those at-risk of displacement.

Economic Impacts: The purpose of this planning effort is to engage in inclusive economic development, which would support additional housing and commercial developments as well as increased home and business ownership. The planning effort is aimed at aiding both individual families to build wealth and reduce poverty as well as helping existing and new businesses thrive and create new jobs. The turnover of vacant and underutilized properties facilitated by the planning effort would lead to a higher tax base and more economic opportunities for existing and future residents.

Environmental Considerations: This report concerns administrative activities—the execution of a professional services agreement to prepare a specific plan and related documents—that do not constitute a “project” as defined by CEQA Guidelines Section 15378(b)(2) and are not subject to the provisions of CEQA (CEQA Guidelines15060(c)(3)).

City Council will consider the environmental impacts of the specific plan, if any, at the time it considers adoption of the specific plan.

Sustainability: The preparation of a specific plan for the project area will facilitate infill development, reuse, and reinvestment in an existing urbanized area. Increased housing opportunities near the urban core will reduce long commutes and dependence on the use of the private automobile, reduce the use of fossil fuels and greenhouse gas emissions, and help meet air quality standards.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: As described previously, the additional scope and budget will allow staff to be responsive to community concerns, including better addressing concerns about displacement risk, building trust to support the community vision, strengthening community leadership to implement the plan, and increasing City/community collaboration.

Financial Considerations: There is sufficient funding in the Specific Plans Multi-Year Operating Project (I22000100) to pay the not-to-exceed amount of $241,920 for a total not-to- exceed amount of $1,321,043.

Local Business Enterprise (LBE): Ascent Environmental, Inc. is an LBE.
