Description/Analysis

Issue Detail: The Fire Department entered into a partnership with California Fire Rescue and Training Authority (CFRTA) in 1997 as a regional effort to coordinate training, share resources and reduce costs. CFRTA is dissolving as of April 1, 2022 therefore the services are no longer available and requires another agreement to be executed in order to maintain a similar partnership.

The Regents of the University of California on behalf of UC Davis (referred throughout out this report as UC Davis) agreement provides the Fire Department a Training management for the purpose of inter-agency training and education program coordination, planning and implementation of deliverables present in appendix A of the agreement. UC Davis will facilitate the necessary personnel, under advanced approval of the department Chief or their designee, to run and operate the Non-Affiliated Basic Firefighter Academy (for Los Rios Community College) and the Emergency Vehicle Operations Course (EVOC). UC Davis will also facilitate the delivery of open enrollment courses of the State Fire Marshal training catalog and third- party training/education providers that will support the needs of the Fire Department. The City can utilize this unique service through our partnership with UC Davis and without any additional administrative fees usually incurred for this type of service. Additionally, there are no other known organizations that can bid on or supply provisions of this type.

Policy Considerations: The recommendations in this report are consistent with provisions of Sacramento City Code Section 3.56.230 (C), which authorizes the City Council, upon a two- thirds vote, to suspend competitive bidding for any purchase when it is determined to be in the best interest of the City, and Sacramento City Code Section 3.56.090, which requires City Council award for any contracts of $250,000 or more.

Economic Impacts: None.

Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment or materials which are not made for purposes of a public construction project, do not constitute a “project” and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).

Sustainability: There are no sustainability considerations as listed in the Sustainability Master Plan applicable to approving the agreement with UC Davis.

Commission/Committee Action: None.
