Description/Analysis

Issue Detail: Planter bed bark material is needed to suppress the growth of weeds and has a restorative function for both plant health and the environment. The bark reduces water use by retaining moisture within the soil and preventing evaporation. This material also alleviates soil erosion due to run-off and increases nutrients by breaking down and improving soil conditions over time. Bark is the most cost-effective means of beautifying planter beds and when applied pneumatically increases efficiency of labor force.

Policy Considerations: The recommendations in this report are in accordance with the provisions of the City Code Chapter 3.56 related to the purchase of services and supplies.

Economic Impacts: Not Applicable

Environmental Considerations: The installation of wood chip replacement material in City parks is exempt from environmental review under the California Environmental Quality Act Guidelines Section 15301, maintenance of existing facilities.

Sustainability: The material purchased in the contract is comprised of wood chips from 100% virgin forest wood, a renewable resource.

Commission/Committee Action: None

Rationale for Recommendation: On December 14, 2020, the Department of Youth, Parks, & Community Enrichment (YPCE), in accordance with City Code Chapter 3.56 issued Invitation for Bid No. B21191311007 for the purchase and pneumatic installation of wood chip replacement material for City parks. The Invitation for Bid included the City’s right to exercise options to extend the contract for three years.

The City received five responses. The lowest responsive and responsible bidder was determined to be JetMulch, Inc. A summary of the bid results is provided below. The contract was awarded to JetMulch.

Company Bid Amount LBE
JetMulch, Inc. $71,691.75 No
Air Applied Mulch Service $75,824.99 Yes

Financial Considerations: The original one-year contract for the period beginning February 01, 2021, had a not-to-exceed amount of $71,691.75. Supplement No. 1 increased the contract total to $102,471.75 and Supplement No. 2 increased the contract total to $110,780.44 to account for the purchase of additional material. Supplemental No. 3 increased the contract total to $221,560.88 and exercised the first contract extension through June 30, 2022. The proposed Supplement No. 4 in the amount of $163,377.61 would increase the contract not-to-exceed amount to $ 384,938.49. Provided sufficient funds are available in the budget adopted for the next fiscal year, the final extension of the contract may be exercised through June 30, 2023, for a total not-to-exceed amount of $548,316.10 over the three-year contract term.

Local Business Enterprise (LBE): JetMulch, Inc. is not a certified LBE.
