Title: Supplemental Agreement: Combined Sewer Green Infrastructure Pilot Program
Location: Citywide
Recommendation: Pass a Motion authorizing the City Manager or the City Manager’s designee to execute Supplemental Agreement No. 2 to City Agreement 2016-0684 with AECOM Technology Services, Inc. for additional efforts necessary for the completion of the Combined Sewer System (CSS) Green Infrastructure Pilot Study, for an amount not-to-exceed $87,520, bringing the agreement’s total not-to-exceed amount to $480,520.

Description/Analysis
Issue Detail: Staff recommends Council approve Supplemental Agreement No. 2 with AECOM Technology Services for additional efforts needed to complete a green infrastructure (GI) study required by the City’s National Pollutant Discharge Elimination System (NPDES) Permit. The additional efforts needed include: hydraulic model calibration associated with the 2017-2018 wet season flow monitoring data; additional meetings with stakeholders to develop rainfall dependent inflow and infiltration (RDII) reduction goals; refinement of RDII technology feasibility based on flow data and model results; and completion of the recommendation for RDII projects and associated methods.
Policy Considerations: The proposed supplemental agreement exceeds the City Manager’s approval authority, requiring Council approval. This work is consistent with the criteria set forth in the Department of Utilities (DOU) Capital Improvement Project Programming Guide to rehabilitate, replace, and expand critical infrastructure to ensure reliability and safety.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): Per the California Environmental Quality Act (CEQA) Guidelines Section 15306, approval of the proposed Supplemental Agreement is exempt from the CEQA. The activities under the Supplemental Agreement consist of basic data collection, research, experimental management, and resource evaluation which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which has not yet been approved, adopted, or funded. Appropriate environmental review in compliance with CEQA will be completed prior to approval of future projects resulting from the study.
Sustainability: The proposed project is consistent with the 2035 General Plan as it
provides a stronger basis to refine both the GI and RDII program moving forward.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: This project is required to achieve a higher level of confidence in the RDII program recommendations, as more system information is now available. Benefits will include an improvement of the model due to flow monitoring calibration, targeted improvements to the sewer system to optimize lifecycle needs, costs, and RDII reductions. AECOM was selected as the consultant for this project in 2016 through a competitive RFQ process.

Financial Considerations: The original not-to-exceed amount of the agreement was $393,000. Supplemental Agreement No. 1 extended services through July 1, 2022. The proposed Supplemental Agreement No. 2, in the amount of $87,520, would increase the agreement not-to-exceed amount to $480,520. Sufficient funds are available in the Combined Sewer Green Infrastructure Pilot Program (I14610300) to execute the agreement.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Consultant is an LBE.
Background: In 2014, the Department of Utilities (DOU) completed the Combined Sanitary Sewer Improvement Plan Update (CSSIP) which recommended an adaptive management strategy starting with implementation of the top 20% of prioritized projects, pilot testing of several programs, and additional refinement of the hydraulic model. Two of the programs to be piloted were Green Infrastructure (GI) and rainfall dependent inflow and infiltration (RDII) reduction. Examples of GI are rain gardens, porous paving, and disconnected roof drains.
Examples of RDII are downspout inflow, manhole cover inflow, damaged pipe sections infiltration, pipe joint infiltration, and damaged manhole connection infiltration.
