Greetings Sacramento City Councilmembers:
My name is Marshal Arnwine and I work for the ACLU of Northern California (ACLU NorCal) in our Sacramento office as our legal policy advocate. ACLU NorCal is urgently requesting City Council to reject SPD’s military equipment use policy as currently written because it falls short of complying with AB 481.
Please see the attached document.

I oppose this ordinance. The need for such military equipment as armored vehicles, robots, chemical agents, launchers and UAS/drones has not been demonstrated. It is likely to escalate future conflicts and create public safety disasters. Such weapons are commonly used in totalitarian, heavily militarized countries that disregard the benefits of peaceful conflict resolution and they have no place in Sacramento. Some weapons, including tear gas and LRAD sound devices are suggested for possible response during “crowd and riot control situations.” The potential for abuse, increased violence and harm to the general public is severe and unacceptable. The dangers of these items is obvious as the police who use them are provided special protective gear. AB 481 requires that the City Council determine that the military equipment use policy will "safeguard the public’s welfare, safety, civil rights, and civil liberties." I do not believe that this ordinance will do so.
