Description/Analysis

Issue Detail: The City conducted an analysis of the transportation network to produce a data- driven approach to implementing safety improvement projects throughout the City. In 2015, City staff applied for and received grant funding through the federal Highway Safety Improvement Program (HSIP) for the installation of mast arm traffic signals to replace traffic signal heads mounted on pedestals in medians at four existing signalized intersections. This project also includes replacement of all the existing signal heads and construction of curb ramps to meet Americans with Disabilities Act (ADA) requirements where needed.

The Project Plans, Specifications, and Estimate for the HSIP Traffic Signal Modifications Project (T15166100) were completed for four intersections in the City and approved by the City Council on August 18, 2020 (Resolution 2020-0260).

Unforeseen conditions discovered during construction caused some re-design and reordering of construction activities. These included delays due to SMUD and Caltrans coordination, redesign due to the discovery of buried abandoned infrastructure, installation of additional pedestrian push buttons, and considerations for reduction of traffic impacts during construction.

The cumulative value of these change order items has reached the allowable City Manager authority per City Code. A transfer of local funds is required to fund the needed change order (Change Order No. 4 with St. Francis Electric for the City Agreement No. 2020-2173).

Policy Considerations: The project is consistent with the City General Plan goals and key policies of managing the travel system to ensure safe operating conditions, and to effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system.

Economic Impacts: This new infrastructure is expected to create 0.17 total jobs (0.10 direct jobs and 0.07 jobs through indirect and induced actives) and create $26,676 in total economic output ($16,814 of direct output and another $9,862 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.

Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in Sections 15301(c) and 15303(d)(e) respectively.

National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these federal grant funds. Caltrans reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c) (8).

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: Change Order No. 4 is needed to provide funding for adjustments of bid quantities, unanticipated modifications to signals designs, and allowances for additional working days due to Caltrans and SMUD coordination. The transfer of funds is also necessary to augment the approved project budget to allow for project change orders.

Approval by the City Council is required to execute Change Order No. 4.

Financial Considerations: The estimated total project cost for the Highway Safety Improvements Program Traffic Signal Modifications (T15166100) is approximately $1.9 million.

With approval for transfer of $80,000 (Major Street Construction, Fund 2007) from the expenditure budget of the State and Federal Grant Match Program (T15007200), there will be sufficient funding in the project to execute Change Order No. 4 to City Agreement No. 2020- 2173 with St. Francis Electric, for an amount not to exceed $43,204, bringing the overall contractual not-to-exceed amount to $1,279,642, and cover the remaining construction management and all other project related costs.

Local Business Enterprise (LBE): The contract with St. Francis Electric is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. LBE rules are held in abeyance. The DBE goal for this project is 15%. St.

Francis Electric did meet the DBE goal by pledging 16.1%.
