Description/Analysis
Issue Detail: The Department of Youth, Parks & Community Enrichment (YPCE) is seeking approval to award a contract to TJR Resources, Inc. for the Floyd Community Garden Project located at the Leataata Floyd Elementary School. The contract amount is $551,576. The improvements will consist of developing a 0.4-acre community garden within excess property at Floyd Elementary School in Sacramento for community resident use, and minor irrigation improvements to the Floyd Urban Farm.
The City was granted an easement from the Sacramento City Unified School District (SCUSD) over an approximate two acre area of vacant land located west of the school buildings to create the Floyd Urban Farm and the Floyd Community Garden. The farm will be operated by the Food Literacy Center. The farm was developed by SCUSD when it constructed the Farm Building that will be used to process the food and provide education programs on sustainable organic gardening and the health and nutritional benefits fruits and vegetables. Members of the public, including residents at The Mill at Broadway and Marina Vista, will have an opportunity to benefit from the educational component of the farm operation through events sponsored by the Food Literacy Center. The parents at the school will have priority for assignment of the community garden plots. The costs for maintenance of the farm and community garden is funded by the Mill at Broadway community facilities district.
The contract work includes a temporary construction fence, grading, drainage, a new 2” water tap, backflow preventer, 6’ chain link fencing, 12’ double tubular steel gates, 6’ pedestrian tube steel gate, entry sign, a hose bid irrigation system for the new community garden, raised concrete curbs and concrete header, concrete flatwork and concrete pads, stabilized decomposed granite paving, import garden soil, a 10’ x 12’ tool shed, compost bids, and benches. The new work in the existing Urban Farm consists of installing a new quick coupler irrigation system, which will be connected to the existing Urban Farm irrigation mainline.
The formal bid process for this project has been completed and TJR Resources, Inc. has been selected as the lowest responsible and responsive bidder. Construction of the Community Garden at Floyd Elementary School Project is expected to be completed by the end of summer 2022. The Floyd Farm and Community Garden is located at the Floyd Elementary School at 401 McClatchy Way in Council District 4.
Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $250,000.

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City. This is also part of the Park Development Process for park planning as stated in the 2005-2010 Parks and Recreation Master Plan.
Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
The park construction project, in the amount of $551,576 is expected to create 2.21 jobs (1.27 direct jobs and 0.94 indirect jobs through indirect and induced activities). Furthermore, it will create $340,562 in total economic output ($214,659 of direct output and $125,903 of output through indirect and induced activities).
Environmental Considerations: The proposed project is exempt from environmental review under California Environmental Quality Act Guidelines Class 4 and Section 15304. The project consists of minor alterations to land which do not involve removal of healthy, mature, scenic trees.
Sustainability: The Community Garden at Floyd Elementary School Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010. The park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees and improving the health of all residents through access to a diverse mix of wellness activities. The park development will include sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO) and low impact development (LID) strategies to infiltrate stormwater and reduce run- off.
Commission/Committee Action: None
Rationale for Recommendation: The formal bidding process for the Community Garden at Floyd Elementary School Project bid was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on February 23, 2022. Staff received five bids. Two bidders were determined to be non-responsive due to the lack of required submittals. The results for the responsive bidders are listed below:

Financial Considerations: There is adequate funding in the Community Garden at Floyd Elementary School Project (L19143600) to award the construction contract and including staff time. This project is funded by the park impact fees paid by The Mill at Broadway development project.
Development of parks creates an ongoing cost for park maintenance and utilities based on the size of the park. The park maintenance is estimated to be $6,000 ($15,000 per acre) for this
0.4-acre community garden. Funding for park maintenance is paid for through a maintenance assessment district and will be allocated as part of the annual budget cycle for the upcoming fiscal year.
