Description/Analysis

Issue Detail: On February 11, 2022, the Department of Public Works (DPW) Fleet Management Division issued an Invitation for Bid (IFB) for the purchase of Parts and Repairs for Heavy Duty Vehicles. Eight companies bid on the solicitation, however, staff determined that the specifications were not precise enough to clearly identify which bidders possess the technical knowledge necessary to provide the City with the particular repair services needed.

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56 regarding the rejection of bids for non-professional service contracts of $250,000 or more.

Economic Impacts: None

Environmental Considerations:

California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the rejection of bids and are not considered to be a project in accordance with Section 15378(b)(2) of the CEQA guidelines.

Sustainability: Not Applicable

Commission/Committee Action: None

Rationale for Recommendation: Rejection of bids will allow this service contract to be rebid with revised bid language that will allow the City to identify which bidders possess the technical knowledge necessary to provide the City with the repair services needed.

Financial Considerations: Rejecting all bids has no impact on the Department of Public Works Fleet Management Division’s operating budget.

Local Business Enterprise (LBE): The services were initially bid without the minimum LBE participation requirement as there are limited vendors who are authorized dealers in the local area. If all bids are rejected, DPW will rebid this project without the minimum LBE participation requirement to obtain responsive bids.
