Description/Analysis

Issue Detail: The Real Time Crime Center (RTCC) serves as a Command Post for festivals, demonstrations, and other large events. It provides real-time data through open social media, news outlets, traffic cameras, and Police Observation Devices. The data is monitored and evaluated by incident commanders and police managers to effectively direct and coordinate police resources for active events. The video wall was originally installed in 2016 and is now beyond reasonable life expectancy and requires replacement. City IT personnel help to maintain the equipment, but due to its current condition, IT now recommends that the equipment be replaced.

Policy Considerations: Recommendations contained in this report are consistent with Resolution 2021-0198, which requires City Council authorization to transfer appropriations of $250,000 or more.

Economic Impacts: None

Environmental Considerations:

California Environmental Quality Act (CEQA): Not applicable

Sustainability: Not applicable

Commission/Committee Action: Not applicable

Rationale for Recommendation: Government Code 30061(b)(3) and 30061(c)(2) establish the Citizens’ Option for Public Safety program, which allocates frontline law enforcement funds to cities, counties, and police protection districts on a population basis. Funds from the program must be used to exclusively fund frontline municipal police services, such as those provided by the RTCC.

Financial Considerations: Fund balance in the FY21 Citizens’ Option – Growth operating grant (G11018521) is $475,659 and can support the RTCC video wall project.

Local Business Enterprise: Not applicable.
