Description/Analysis

Issue Detail: Blue Diamond Growers is requesting vacation of certain streets and alleys to provide secure parking for their business operation. The specific streets and alleys to be vacated are identified as follows:

• North B Street between the easterly line of 17th Street and the centerline of 18th Street • A Street between the easterly line of 16th Street and the westerly line of 18th Street • 17th Street between the northerly line of A Street and southerly line of North B Street • 18th Street between the northerly right of way line of Southern Pacific Railroad (formerly “B” Street) and the southerly line of North B Street
• The alley in the block bounded by North B Street, 17th Street, A Street, and 16th Street • The alley in the block bounded by North B Street, 17th Street, 18th Street, and A Street

In 2003, the City Council adopted a Resolution with conditions wherein the above streets and alleys were to be vacated. However, the conditions were not completed, and the authority to vacate the above streets and alleys expired. The original conditions have been deemed to be satisfied.

Policy Considerations: The action recommended in this report is consistent with the Sacramento 2035 General Plan policies to support industrial operations and is in compliance with the California Streets and Highways Code, Sections 8300-8325.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has reviewed the proposed vacation/ abandonment of public roadway and alley easements and determined that this is exempt from the provisions of the California Environmental Quality Act (CEQA) Section 15305, Minor Alteration in Land Use Limitation. The project consists of the minor alteration in land use limitations with an average slope of less than 20%, which do not result in any changes in land use or density.

Sustainability: Not applicable.

Commission/Committee Action: None.
