El MonteThis issue has been festering for years with marginal progress. Sites to accommodate homeless persons have been identified but not all have been activated. In district 2 specifically, a site has been paved and fenced but no users have been allowed in though the site is densely surrounded with campers of various sorts (Arden & Colfax) This situation is slowly expanding into nearby areas. Specifically, the vacant lot at Barstow and El Monte is growing, combined with numerous tents/campers/vehicles parked on Barstow and EWl Monte Street. I own The RInk Studio at 1031 Del Paso Blvd; the Barstwo lot is directly behind my building, a business i have invested nearly $5 million that is severely impacted by the presence of these "refugees". Coincidentally, crime in the immediate area has burgeoned recently.
Something must be done. If the city is unable to control the situation, the community (apparently via Mr. Conway) will. Numerous enforcement actions of late have been implemented generally as a result of local impacted business - Enterprise Drive is a very visible example.
The mayor has opined that he has assisted in getting 13,000 people off the Sacramento's streets., an admirable feat. What is standing in the way of continuing this process.

There has been a lot of money thrown at this issue but no action has taken place. Everything is delayed. There continues to be lip service on this matter.
The comment of unlawful camping is disturbing. That means we the citizens have to do the work for you.
We elected all of you because we trusted you to take actionable steps on homeless.
Things continue to get worse and now an Indigent person died in a mass shooting.
Stop throwing money and lip service at the problem. Take action.
We are counting on you to keep both the indigent and non indigent safe.
We the people In this city have been more than patient with both the city and council members.
What else will it take before you guys take action?
