The City Council should make clear exactly how the City Manager voted on the 2,000 parcels he had voting authority over. The City Manager voted "Y es" on all of his votes, then the City Manager alone was responsible for
4.7% of the total votes counted. The Storm Water fee passed by 1,949 votes, a margin smaller than the total number of parcels the City Manager had voting authority for.
