Description/Analysis
Issue Detail: In May 2020, the City Council authorized Agreement 2020-1453 between the Natomas Unified School District (NUSD) and the Sacramento Police Department (SPD) to continue the School Resource Officer (SRO) program. The current agreement expires on June 30, 2022, and NUSD and SPD have negotiated a new agreement to continue the SRO program through July 31, 2025. To continue the services identified in the agreement, the SPD will maintain 3.0 FTE Police Officer positions which were previously authorized and maintained in Resolution 2013-0067 (2.0 FTE), Motion 2014-0048 (2.0 FTE), Resolutions 2016-0251 (increased to 3.0 FTE), 2018-0344 (3.0 FTE) and 2020-0144 (3.0 FTE). The expenses associated with the salary, benefits, overtime, fleet operation and maintenance costs will be reimbursed to the City of Sacramento by the NUSD, in an amount not to exceed $2,061,759.
Policy Considerations: Pursuant to Sacramento City Code Section 3.04.020, City Council approval is required to enter into an agreement involving income or expenditures of $250,000 or more.
Economic Impact: Not applicable
Environmental Considerations:
California Environmental Quality Act (CEQA): As defined in the CEQA Guidelines, this proposal does not constitute a “project” and is therefore exempt, per Sections 15061(b)(c) and 15673(a) of the California Public Resources Code.
Sustainability: None
Commission/Committee Action: None
Rationale for Recommendation: The SRO program enhances the SPD’s ability to provide effective public safety and security by assigning police officers to provide law enforcement services on NUSD school campuses. Through this program, the police officers can forge relationships with students, faculty, and administrators that facilitate crime prevention and early intervention of problems on school campuses. Moreover, these officers provide a direct connection between the schools and the full capabilities of the SPD’s specialty units in responding to and investigating crimes that occur on campus.
Financial Considerations: The NUSD will fully reimburse the SPD for costs incurred subject to the terms of this agreement, including salary, benefits, vehicle costs, and security services at NUSD school campuses as well as during summer school sessions. During the time periods when the police officers are reassigned to the City (e.g., summer breaks), NUSD will not be billed for services. Expenses incurred during these periods will be supported with existing SPD general fund resources.
Local Business Enterprise (LBE): Not applicable.
