I would have liked to comment during the L&L committee hearing, but the "raise hand" button disappeared almost immediately after public comment period was announced. The EPS study has finally answered conclusively the questions related to adverse neighborhood impact posed by certain community members back in 2017 when adult use cannabis was legalized. The former "impact study" took years merely to state that "more research is needed." The 1% Neighborhood Impact Fee on gross receipts must be immediately repealed in light of the EPS study findings. There is no evidence of such adverse impact, and now the City is collecting over $5 million per year in revenue based on a fraudulent premise. In addition, the City should revise its 4% flat BOT and establish a progressive / tiered system based on business revenue as well as different tax rates for different types of businesses. With this study in hand, there is a real opportunity to act and improve the Sacramento cannabis tax system.
