CARES Creative Economy Recovery Grant Program 2020:

Individual Artists

Analysis of Investments
Disaggregated by Race and other Characteristics
The City of Sacramento Office of Arts & Culture (OAC) distributed nearly $15 million to the Creative Economy through its CARES Creative Economy Recovery Grant program in 2020. Investments were made in individual artists, nonprofit arts and cultural organizations, for-profit creative businesses, arts education and other programs. Through the CARES Creative Economy Recovery Grant program for individual artists, OAC awarded $1,998,344.

The Creative Edge Cultural Plan was adopted by Sacramento City Council in July 2018. Goal 2 of the plan is to advance cultural equity for all Sacramento's diverse populations. As part of that work, the plan specifically calls for a regular equity audit to provide accountability for the City’s commitment to equity and to improve ongoing efforts. The plan also calls for promoting public trust and accountability through transparency.

In 2020, the Arts, Culture and Creative Economy Commission adopted a race and cultural equity statement that among other things includes ongoing evaluation and review of the effectiveness of cultural equity practices and procedures as well as sharing the results of equity audits publicly.

© Copyright 2022 City of Sacramento Office of Arts & Culture OAC saw an over-representation of Black/African American/African, Multi-Racial/Multi-Ethnic and Native American/American Indian/Indigenous populations in the applicant pool, suggesting that outreach efforts in those communities are going well.

Asian/Asian Americans/Pacific Islanders and Hispanic/Latino/Latina/Latinx populations were under-represented in the applicant pool relative to their representation in the artist population and the community overall. Further study and improved outreach and engagement with these communities should be a priority.

OAC observed an under-representation of White/Caucasian/European applicants compared to their representation in the artist population. However, the percentage of that group was on par with their overall representation in the community.

Females were modestly under-represented in the applicant pool. Further study and improved outreach and engagement should be a priority.

Without benchmarks for non-binary populations and sexual orientation, it's difficult to identify disparities in application rates.

However, the application and grantee data does seem to suggest that further study and outreach should be a priority.

A few notes about outreach: OAC engaged in aggressive email and social media outreach as well as tapped into established networks of artists.

Key Takeaways
Application Rates
© Copyright 2022 City of Sacramento Office of Arts & Culture Black/African American/African, Multi-Racial/Multi-Ethnic, Hispanic/Latino/Latina/Latinx and White/Caucasian/European applicants were significantly more successful than all applicants in receiving funding.

Hispanic/Latino/Latina/Latinx applicants had the highest rates of success.

Native American/American Indian/Indigenous applicants were 21% less successful in receiving funding when compared with all applicants.

Gay, Lesbian, and Bisexual applicants were 5% less successful in receiving funding when compared to all applicants.

Females were 1.66% less successful in receiving funding when compared to all applicants.

The overall success rate in the CARES Creative Economy Recovery program for individual artists was 71.08%.

OAC staff did offer office hours, application mentors, grant workshops and one-on-one meetings with applicants.

However, the data suggests more targeted capacity building with certain groups may be necessary to increase competitiveness.

Funds were distributed based upon available resources, the value of the lost work, as well as perceived need.

Award sizes varied.

A preliminary analysis on average award size yielded the following:

Further assessment regarding the request amounts and amounts awarded would help understand the forces at work when it comes to level of investment.

Key Takeaways
Investment Rates
© Copyright 2022 City of Sacramento Office of Arts & Culture As noted previously, the program design for CARES Creative Economy Recovery grants for individual artists was influenced by federal guidelines. OAC staff understand that program design has a significant influence on application rates, success rates of applicants and overall investments.

The benchmarks provided in this report are designed to help facilitate analysis. It's important to note that while Sacramento County artist demographic data was provided, this program was only open to artists residing within the City of Sacramento.

OAC recognizes that in many demographic categories individual artists chose not to identify. It's important to keep that in mind when reviewing the data.

Final Thoughts
© Copyright 2022 City of Sacramento Office of Arts & Culture Applicant and grantee demographic information was supplied voluntarily through the application process.

Benchmark data for artist demographics comes from Creative Vitality Suite a service of the Western States Arts Federation. In particular, the demographic data is drawn from the independent artists, writers and performers subcategory within the arts, entertainment and recreation sector. Demographic data is available only at the County and MSA level.

Benchmark demographic data for the City of Sacramento (where available) comes from the American Community Survey.
