Description/Analysis

Issue Detail: On September 14, 2021, City Council adopted a framework and approved using American Rescue Plan Act (ARPA) funds to help support the individuals and organizations that have suffered harm due to the crisis caused by the COVID-19 pandemic. City Council allocated a total of $1,500,000 of the SLFRF funding for evidence-based community violence interruption, disruption, and suppression programming.

On January 18, 2022, the City published Request for Application (RFA) number A22231041003 combat the uptick in gang and gun violence since the onset of the pandemic.

To aid the City’s compliance with federal requirements, the staff created the Evidence-Based Community Violence Interruption, Disruption, and Suppression (EBCVIDS) Grant Program. The purpose of the EBCVIDS Grant Program is to reduce violence and address the health disparities and the social determinants of health caused by the COVID-19 pandemic through evidence-based community violence interruption, disruption, and suppression programming. Following a review process and evaluation of the only proposal submitted, City identified Sierra Health Foundation to be qualified.

In its proposal, Sierra Health Foundation demonstrated expertise and experience working with gang grant programs. Sierra Health will utilize its expertise and experience to support the City with identifying active gang members that are most likely to carry out shootings, demonstrate how program recruits targeted population, and illustrate previous success in interrupting, disrupting, and suppressing gang violence.

Policy Considerations: The City continues to be impacted by the global pandemic.

Acceptance of the ARPA funds and establishing programs and budgets for this funding are consistent with Council direction relative to state and federal grant awards and consistent with City Council’s adopted ARPA Framework and Funding Priorities.

Economic Impacts: Similar to the Coronavirus Aid, Relief, and Economic Security Act or CARES funds, the City will primarily use the ARPA reinvestment funds to provide assistance to residents and business impacted by COVID-19. These funds will support people, places, and actions that promote overall economic recovery and result in impacts immediately and well beyond the pandemic.

Environmental Considerations:

California Environmental Quality Act (CEQA): This action is not a project that is subject to CEQA because it does not have the potential for causing a significant effect on the environment. (CEQA Guidelines §15061(b)(3).)

Sustainability: Not Applicable.

Commission/Committee Action: None.

Rationale for Recommendation: On September 14, 2021, Council appropriated $1.5 million to Department of Community Response in support of violence prevention efforts due to the crisis caused by the COVID-19 pandemic.

Financial Considerations: Through the passage of the American Rescue Plan Act (ARPA) the City became eligible for $112.3 million in funding from the federal government. On October 19, 2021, Council adopted Resolution No. 2021-0313 to accept $112.3 million in Federal ARPA funds, allocate the Federal ARPA funds to provide government services, and budget the resulting available resources in the ARPA Reinvestment Fund (Fund 1003). Funding for the agreement is from the $1.5 million commitment for Gang Prevention and Intervention.

Sufficient funding is available in the Gang Prevention and Intervention MYOP (I02000600) to execute the agreement.

Local Business Enterprise (LBE): Not applicable.
