Description/Analysis
Issue Detail: The City conducts systemic safety analyses of the transportation network to produce a data-driven approach to implementing safety improvement projects throughout the City. In 2019, City staff applied for and received grant funding through the Federal Highway Safety Improvement Program (HSIP) for the installation of channelizing elements such as raised median and installation of advanced curve warning signs as countermeasures for crashes associated with excessive speed around roadway curves.

The Project Plans, Specifications, and Estimate for the HSIP Duckhorn Drive Safety Improvements were completed for Duckhorn Drive between Arena Blvd and Far Niente Way.

See Attachment 3 for Project Plans.

Policy Considerations: The project is consistent with the City General Plan goals and key policies of managing the travel system to ensure safe operating conditions, and to effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system.

Economic Impacts: This new infrastructure is expected to create 1.43 total jobs (0.82 direct jobs and 0.61 jobs through indirect and induced actives) and create $220,405 in total economic output ($138,923 of direct output and another $81,482 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average oneyear period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in Sections 15301(c) and 15303(d)(e) respectively.

National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these transportation funds. Caltrans senior environmental planning staff reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c) (8).

Sustainability: Not Applicable.

Commission/Committee Action: None
Rationale for Recommendation: The HSIP Duckhorn Drive Safety Improvements Project will improve traffic safety and operations by channelizing traffic and providing advanced warning of roadway curves.

The Duckhorn Drive Safety Improvements was advertised for construction, and a total of two bids were received on March 9, 2022. The results of the bids are summarized below:

Contractor Bid Amount DBE
(Goal 10% Min)
Central Valley Engineering $356,969 1.0%
Martin Brothers $386,135 12.3%
The engineer’s estimate was $470,000.

Both bidders met all required bid conditions. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, Central Valley Engineering.

Construction is anticipated to begin May 2022 and be completed August 2022.

Financial Considerations: The estimated total cost to complete design, right-of-way, and construction activities for the Duckhorn Drive Safety Improvements (T15205200) is approximately $0.9 million. With the approval of $622,170 (Federal Capital Grants, Fund 3703), there will be sufficient funding to award the construction contract to Central Valley Engineering for an amount not to exceed $356,969 and cover the remaining construction management and all other project related costs.

There are no General Funds planned or allocated for this project.

Local Business Enterprise (LBE): The contract with Central Valley Engineering is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The DBE goal for this project is 10%. Central Valley Engineering did not meet the goal by pledging 1%, however they did fulfill the DBE Good Faith Effort requirement in lieu of the goal.
