Description/Analysis

Issue Detail: In March 2020, the City Council approved the Envision Broadway in Oak Park Complete Streets Plan (Resolution 2020-0069) as the City’s design guide for the reconfiguration of the Broadway corridor in Oak Park between State Route 99 and Martin Luther King Jr. Boulevard.

In December 2020, the City Council gave approval to the Public Works Department to prepare a grant application for the Envision Broadway in Oak Park Project (Resolution 2020-0398).

The Sacramento Area Council of Governments awarded the City of Sacramento with $713,000 of federal funds for the completion of preliminary engineering and environmental clearance.

The establishment of the Envision Broadway in Oak Park Project and appropriation of funds is necessary to begin work on the project.

Policy Considerations: The project is consistent with the City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The project promotes the development of a connected network (General Plan ERC 2.1.2), providing multi-modal choices (General Plan M 1.2.1), and providing a continuous bikeway network (General Plan M 5.1.3), and fill gaps in complete streets (General Plan M 4.2.6).

The project will help manage safe operating conditions on Broadway (General Plan M 1.1.2), improve pedestrian safety at intersections and crossings (General Plan M2.1.7), and ensure traffic signal operations that consider the safe and efficient travel for all modes (General Plan M 4.4.4).

Economic Impacts: None

Environmental Considerations:

California Environmental Quality Act (CEQA): The establishment of Capital Improvement Projects and appropriation of funds is not a project subject to the provisions of CEQA. The action creates a funding mechanism to provide for preliminary engineering for a future proposed project for which no commitment has been made CEQA Guidelines section 15378(b)(4); 15060(c)(3). Appropriate CEQA and National Environmental Policy Act (NEPA) review will take place as part of project development and approval.

National Environmental Policy Act (NEPA): The project has been awarded federal funding, and accordingly, appropriate NEPA clearance will take place as part of project development. The California Department of Transportation (Caltrans) is the lead agency for NEPA compliance.

Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings. The project will reduce dependence on the private automobile, decrease the use of fossil fuels, and encourage active modes of transportation.

Commission/Committee Action: None

Rationale for Recommendation: The City Council action is required to establish the Capital Improvement Project and appropriate the necessary funds to deliver the Preliminary Engineering phase of work for the Envision Broadway in Oak Park Project.

Financial Considerations: The estimated cost to complete Preliminary Engineering (PE) for the Envision Broadway in Oak Park Project (T15225000) is $950,000.

The Envision Broadway in Oak Park Project (T15225000) is funded as follows:

$713,000 (Federal Capital Grant, Fund 3703)
$237,000 (New Measure A Specific Project, Fund 2023)
$950,000

The New Measure A Specific Project funds (Fund 2023) will be allocated within Report 2022- 00824, which executes the Allocation and Expenditure Contract with the Sacramento Transportation Authority (STA) and appropriates funds.

Local Business Enterprise (LBE): Not applicable.

Background: The Broadway corridor in Oak Park includes neighborhood-serving retail, non- retail businesses, and single- and multi-family housing. This stretch of corridor carries 15,000 cars per day on four lanes of vehicle traffic. But Broadway lacks infrastructure for people riding bicycles and can be challenging for all users to get from one side of the street to another, which is detrimental for everyone, including the businesses which rely on ease of access for customers.

To address this issue, the Envision Broadway in Oak Park planning study developed a long- term vision for multi-modal transportation along Broadway from SR-99 to Martin Luther King Jr. Boulevard, to reflect the needs of residents living in and near Oak Park, businesses, and visitors. The project will prioritize safety, better connected neighborhoods with multi-modal options, improve access to community resources and transit and make the entirety of Broadway a more livable and vibrant street.

Shaped through extensive public engagement, the Envision Broadway in Oak Park plan recommends a road diet, with the addition of a buffered bicycle lane and on-street parking.

This is consistent with the complete street improvements which will be constructed on Broadway west of SR-99 and will establish a consistent bikeway network.

The plan also proposes signal improvements to better accommodate traffic and bike/pedestrian crossings, and gateway elements to respect the unique character of the Oak Park community and calm traffic.

Public engagement began early in 2017. The Oak Park Neighborhood Association collaborated with WALKSacramento (now Civic Thread) to create the Oak Park Active Travel Study, to address safety and mobility concerns of residents. The Oak Park Business District prepared a Streetscape Concept Plan, which identified bike lanes, bicycle racks, signage, and streetscape amenities to support the needs of the businesses. The City’s Envision Broadway in Oak Park planning effort built on relationships with these organizations to ensure the project remained community driven.

The improvements proposed with the Envision Broadway in Oak Park project are consistent with similar adjacent projects on the Broadway corridor:

• The Broadway Complete Street (Interstate 5 to SR-99) will reduce travel lanes and install buffered bicycle lanes and pedestrian crossing enhancements. This project will be constructed in two segments, with the first beginning construction in 2023. • The Broadway Vision Zero Project (Martin Luther King Jr Boulevard to Stockton Boulevard) will reduce travel lanes and install buffered bike lanes and pedestrian crossing enhancements.

The Envision Broadway in Oak Park Project will close the gap between the multimodal safety improvements proposed with these adjacent projects and create a 3.5 mile bike and pedestrian friendly corridor connecting Oak Park, UC Med Center, Land Park, Curtis Park, and the Central City communities.

RESOLUTION NO.

Adopted by the Sacramento City Council

ESTABLISH CAPITAL IMPROVEMENT PROJECT AND BUDGETARY ADJUSTMENTS FOR THE ENVISION BROADWAY IN OAK PARK PROJECT (T15225000)

BACKGROUND

A. The Envision Broadway in Oak Park project is one of many projects that will contribute to transforming Broadway into a complete street. It will connect to Broadway Complete Street Project (T15175300) and Broadway Vision Zero Project (R15210000). Envision Broadway in Oak Park is a logical and important connection to close the gaps between the two projects and create a cohesive multi-modal community street.

B. Envision Broadway in Oak Park will promote multimodal transportation options.

By reallocating the street to accommodate new bicycle facilities and improved pedestrian crossings, the project will enhance the transportation choices for residents and visitors to patronize the businesses and move around in their community.

C. The establishment of a Capital Improvement Project for the Envision Broadway in Oak Park Project (T15225000) and the appropriation of funds will allow staff to begin preliminary engineering for the project.

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. The Envision Broadway in Oak Park Project (T15225000) is established as a new Capital Improvement Project.

Section 2. The City Manager or City Manager’s designee is authorized to increase the revenue and expenditure budgets by $713,000 (Federal Capital Grant, Fund 3703) in the Envision Broadway in Oak Park Project (T15225000).
