Title: Contract for Affordable Housing and Sustainable Communities, and Budgetary Adjustments for the Downtown Mobility Project (T15195000)

Description/Analysis
Issue Detail: On January 22, 2019, under Resolution 2019-0029, City Council authorized the Sacramento Housing and Redevelopment Agency (SHRA) to apply for the Affordable Housing and Sustainable Communities (AHSC) Program Grant (Round 4) for Phase 2 of the Twin Rivers Transit-Oriented Development and Light Rail Station Project, and to enter into, execute, and deliver a State of California Standard Agreement for any awarded funds.
The AHSC program selected SHRA’s application for award, and SHRA has executed a Standard Agreement with the State of California. As part of SHRA’s project components, $2,573,000 will be allotted to the City of Sacramento’s Department of Public Works for the following purposes:
• The Downtown Mobility Project (also known as the Central City Mobility Project) will implement bikeway and roadway modifications consistent with the Grid 3.0 Plan and Central City Specific Plan. The project was first awarded funding through the Local Partnership Program (Senate Bill 1) to extend the bikeway improvements on P Street, Q Street, 9
th Street and 10th Street, and to implement traffic calming and safety improvements on 5th Street and I Street. 5th Street will be converted from one-way to two-way, between X Street and I Street.
Of the awarded AHSC funds, $2,533,000 will add to the scope of the Downtown Mobility Project for the extension of parking-separated bikeways on 19 th and 21st
Streets from T Street to Broadway and to implement upgrades to bus stops.
Also included in the AHSC project to be delivered by the City is $40,000 to engage with the community and encourage active transportation and transit usage.
Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety and enhancing livability. Specific goals the project addresses are as follows:
M1.2.1 – The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
These improvements will accommodate cyclists of varying experience levels and abilities, will improve pedestrian safety, and may calm traffic speeds. This project is also consistent with the City’s Vision Zero efforts, the goal of which is to eliminate traffic fatalities and serious injuries (Resolution No. 2017-0032). These streets are on the High Injury Network, and in addition to installing bicycle facilities, the project will also improve visibility to pedestrians and bicyclists at intersections.
The proposed City Council action is consistent with the City’s policy which requires all agreements and appropriation of funds over $250,000 be approved by the City Council.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): The activities associated with the Downtown Mobility Project implementing roadway modifications consistent with those identified within Grid 3.0 Plan and the Central City Specific Plan (CCSP) were evaluated in the environmental impact report (EIR) certified for the CCSP by City Council on April 19, 2018 (Resolution No. 2018-00129) and a Notice of Determination was filed with the Sacramento County Clerk on April 20, 2018. None of the circumstances in CEQA Guidelines Section 15162 or 15163 are present that would require the preparation of a subsequent EIR or a supplement to an EIR. No further environmental review is required.
Sustainability: The strategy under development supports City Council’s sustainability priorities. The transportation sector accounts for 56% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.
Commission/Committee Action: None
Rationale for Recommendation: The City Council authorized SHRA to submit an application to the AHSC program for Phase 2 of the Twin Rivers Transit-Oriented Development and Light Rail Station Project, which included a request for funds for the construction of the Downtown Mobility Project and for safety programs.
The execution of the interagency contract between SHRA and the City is necessary to perform the services proposed in the grant application, and the proposed appropriation of funding is necessary to proceed with the identified tasks.
Financial Considerations: The total estimated costs to add this scope to the Downtown Mobility Project is $2,573,000. Note that this funding will not be expended until award of the construction contract for the entire project, estimated at approximately $16 million with this scope addition. Construction contract award is anticipated in early 2023.
Execution of the contract with SHRA will enable the City to invoice SHRA for construction and construction management for an amount up to $2,573,000.
There are no General funds planned or allocated for this project.

BACKGROUND
A. The City Council authorized the Sacramento Housing and Redevelopment Agency to apply for the Affordable Housing and Sustainable Communities Program grant (Round 4) for Phase 2 of the Twin Rivers Transit-Oriented Development and Light Rail Station Project on January 22, 2019 (Resolution 2019-0029).
B. The Affordable Housing and Sustainable Communities application included funding for the City’s Public Works Department for construction of scope additions to the Downtown Mobility Project (T15195000) and for education programs.
C. The Downtown Mobility Project (T15195000) will provide bikeway and vehicular mobility improvements consistent with the recommendations from Grid 3.0 and the Central City Specific Plan.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
