Description/Analysis
Issue Detail: This is an annual process to “claim” Transportation Development Act (TDA) funds for reimbursement. These funds are a small portion of the transit funds allocated to the city that are dedicated for off-street bikeway development and maintenance and are managed by the Sacramento Area Council of Governments (SACOG).
The estimated funding was assigned and budgeted to specific projects in the 2021-2026 Capital Improvement Program. Based on updated revenue estimates for Fiscal Year (FY) 2021/22, a total of $552,062 may be claimed for reimbursement. The amount that was originally budgeted was $400,000. Staff recommends approving the claim for reimbursement.
In connection with this action, staff also recommends increasing the revenue budget of the TDA Fund (Fund 2013) by $152,062 and increasing the expenditure budget of Del Rio Trail Project by $152,062 in order to spend this funding in one large project. This funding will replace the same amount in Measure A funds that will be transferred to the City’s Active Transportation Program to support pedestrian and bicycle improvements.
Policy Considerations: Providing bike and pedestrian facilities to promote alternative transportation needs is consistent with the City’s General Plan goals for an integrated, multi- modal transportation system that offers attractive choices among modes including pedestrian paths, public transportation, roadways, bikeways, rail, waterways, and aviation. This action is consistent with the City’s Bikeway Master Plan.
Economic Impacts: Not applicable.
Environmental Considerations:
California Environmental Quality Act (CEQA): This action is an administrative activity and is not a project under CEQA Guidelines (Title 14 Cal. Code Reg. §15000 et seq.) § 15378 (b)(4). CEQA review for projects funded with TDA funds will be performed before projects are implemented.
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: To receive the City’s allocation of TDA funds, SACOG requires a claim package to be submitted including a Resolution approved by the City Council authorizing the filing of a claim.
Financial Considerations: In order to fully spend the $152,062 in TDA revenues over what was originally budgeted, these funds will replace Measure A funds currently in the project. The Del Rio Trail Project (K15165100) expenditure budget will be increased by $152,062 (TDA Fund, Fund 2013) and the expenditure budget will be decreased by $152,062 (New Measure A Safety, Pedestrian, Bicycle, Fund 2039) by transferring those funds to Active Transportation Program (T15180400). This will result in no net change in the budget for the Del Rio Trail.
City staff will return to the City Council to appropriate the remaining federal and local funding needed to award the construction contract for the Del Rio Trail. Sufficient funding is available to complete the transfer of $152,062 (Fund 2039) from the expenditure budget in the Del Rio Trail Project (K15165100) to the Active Transportation Program (T15180400).
Local Business Enterprise (LBE): Not applicable.
