Description/Analysis
Issue Detail: Measure A, the countywide transportation ½ cent sales tax measure, was approved by voters in 2004. The Measure included a requirement for funding a Smart Growth Incentive Program (SGIP). In 2020, the Sacramento Transportation Authority (STA) approved guidelines and funding for the SGIP to be used to match federal funds approved by the Sacramento Area Council of Governments (SACOG) Community Design program. SACOG approved four Community Design projects in the City of Sacramento to be matched with SGIP funds over the next several years as indicated below. (Note, SACOG only partially funded the SGIP funding requested for the Stockton Boulevard Complete Street Project).
• Envision Broadway in Oak Park (T15225000) – $237,000 (FY 2021/22) • Broadway Complete Street (T15175300) – $750,000 (FY 2022/23) • Franklin Boulevard Complete Street (T15165500) – $750,000 (FY 2023/24) • Stockton Boulevard Complete Street – $150,000 (FY 2023/24)
To implement this program, on March 10, 2022, the STA Governing Board approved a four- year allocation and expenditure contract with the City of Sacramento totaling $1,887,000. The execution of the STA allocation and expenditure contract and related budgetary adjustments are necessary to utilize the funds.
The CIP for the Envision Broadway in Oak Park Project is being established concurrently in a companion staff report. Since the remaining SGIP funds are needed to match federal funds that SACOG programmed in future fiscal years, this funding will be appropriated into the State and Federal Grant Match Project to be transferred to each project in the appropriate fiscal year after federal funding has been secured.
Policy Considerations: The action requested herein is consistent with the City General Plan goals to improve transportation infrastructure and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users.
The action requested is also consistent with City Council’s adopted guidelines for transportation funding, meeting the following criteria: safety; maintaining a state of good repair; promoting reductions in vehicle-miles-traveled and greenhouse gas reductions; mobility solutions for youth; and equity.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The execution of an agreement and appropriation of funds are not subject to the provisions of the CEQA. Under CEQA general rule 15061(B)(3), CEQA applies only to projects which have the potential for causing a significant effect on the environment. These actions will have no effect on the environment, thus are not subject to CEQA. Individual projects undergo appropriate CEQA and National Environmental Policy Act (NEPA) review as part of project development.
Sustainability: Measure A funding is used for various programs that are consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings.
Commission/Committee Action: None
Rationale for Recommendation: City Council action is required to execute the STA allocation and expenditure contract and perform the budgetary adjustments necessary to utilize the SGIP funds.
Financial Considerations: The STA allocation and expenditure contract authorizes the City to receive and expend $1,887,000 of SGIP funds (Fund 2023).
With approval of the contract, $237,000 (New Measure A Specific Project, Fund 2023) will be appropriated to the Envision Broadway in Oak Park (T15225000). This project is being established in a companion staff report.
With approval of the contract, $1,650,000 (New Measure A Specific Project, Fund 2023) in SGIP funding will be appropriated to the State and Federal Grant Match Project (T15007200) to be reserved for future use in projects in the appropriate fiscal year as outlined in the contract with STA.
In FY2022/23, $750,000 (New Measure A Specific Project, Fund 2023) from the State and Federal Grant Match Project (T15007200) will be transferred to the Broadway Complete Street Project (T15175300).
In FY2023/24, $750,000 (New Measure A Specific Project, Fund 2023) from the State and Federal Grant Match Project (T15007200) will be transferred to the Franklin Boulevard Complete Street Project (T15165500). Also in FY2023/24, $150,000 (New Measure A Specific Project, Fund 2023) from the State and Federal Grant Match Project (T15007200) will be transferred to the Stockton Boulevard Complete Street Project after the CIP is established.
Local Business Enterprise (LBE): Not applicable.
