Description/Analysis

Issue Detail: The City’s Department of Utilities (DOU) is seeking approval to apply for a FY2022 CalOES Hazard Mitigation Grant Program (HMGP) for an amount up to $792,313. The HMGP Program is administered by the Federal Emergency Management Agency (FEMA) and requires a 25 percent local match of the total project costs with non-federal funding.

If the grant is awarded, the funds will be utilized for a two-step approach to eliminate the Special Food Hazard Area (SFHA) in the Florin Creek neighborhoods.

The first step of this process would be to update an old 1998 hydraulic and hydrologic model using a FEMA approved model. The second step is a flood control project that consist of the construction of a 12 cubic-feet-per-second firm capacity pump station at Center Parkway near Florin Creek and a 24-inch pipe in Center Parkway from Pomegranate Avenue to the pump station.

Policy Considerations: Council Resolution 2021-0198 requires City Council approval to apply for operating grants of more than $250,000.

Economic Impacts: None

Environmental Considerations: The proposed activity of applying for a grant is not a project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b). The fiscal management of the DOU’s CIP is an ongoing administrative fiscal activity and is not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3). Appropriate environmental review consistent with the requirements of CEQA will be completed prior to specific project action.

Sustainability: The project is consistent with the City's Sustainability Master Plan goal by enabling DOU to continue to provide flood control. The proposed project conforms to the Sacramento County Local Hazard Mitigation Plan (LHMP) goals. These projects minimize vulnerability to the impact of natural hazards, improve public awareness, improve the capabilities of the community, and assure conformance to Federal and State Hazard Mitigation Initiatives

Commission/Committee Action: Not Applicable

Rationale for Recommendation: If received, the grant funds will be a critical offset to the department’s Storm Drainage Fund and would continue efforts to provide flood control, flood protection, and decrease property damages in the City. If successful, the projects funded from this grant will mitigate approximately 20 homes from current FEMA designated floodplains and remove the requirement for mandatory flood insurance. It will also reduce flood risk for about 60 homes in the area.

Financial Considerations: Staff estimates the total project costs not-to-exceed an amount of $1,056,418 with grant funding of $792,313 and the City’s 25 percent local match of $264,105.

If awarded, staff recommends establishing reimbursable revenue and expenditure budgets in the Drainage Sump Replacement and Rehabilitation Program (W14130600, fund 6211) for the grant award amount up to $792,313.

There are sufficient funds in the Drainage Sump Replacement and Rehabilitation Program (W14130600, Fund 6011) for the 25 percent local match requirement of $264,105.

There are no general fund obligations for this project.

Local Business Enterprise (LBE): Not Applicable

Background: The Florin Creek area has historically been vulnerable to flooding during large storms and high-water events. The January 1995 storm event resulted in 162 flooding complaints in the area, some of which included structural damage. Immediately following the 1995 event, the City studied the impacted drainage basin to determine how to achieve 10-year and 100-year flood protection. The City, along with regional, state, and federal partners, has completed a combination of mitigation activities to enhance flood protection in the area. The improvements include detention basins, channel improvements, flood walls, upsized storm drainpipes, and pump installation. This grant will fund the next project aimed at reducing flood risk in this area.

RESOLUTION NO. 2022 –

Adopted by the Sacramento City Council

May 10, 2022

Grant Application for the Fiscal Year (FY) 2022 CalOES Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP)

BACKGROUND
A. The California Office of Emergency Services ( CalOES) Federal Emergency Management Agency (FEMA) has made available the FY20 22 Hazard Mitigation Grant Program (HMGP). This program was created as part of the National Flood Insurance Reform Act (NFIRA) of 1994 with the goal of reducing or eliminating claims under the National Flood Insurance Program. The HMGP Grant Program is focused on mitigating repetitive loss properties and severe repetitive loss properties. As a local government agency, the City plays a key role in the management of food control and protection.

B. The City’s Florin Creek area has historically been vulnerable to flooding during large storms and high -water events. The January 1995 storm event resulted in 162 flooding complaints in the area and caused structural damage to homes .

Immediately following the 1995 event, the City studied the impacted drainage basin to determine how to achieve 10 -year and 100 -year flood protection. The City , along with regional, state, and federal partners , has completed a combinat ion of mitigation activities to enhanced flood protection in the area. The improvements include detention basins, channel improvements, flood walls, upsized storm drain pipes, and pump installation.

C. To address and complete the City’s flood protection in the Florin Creek area, City staff is recommending approval to apply for the FY2022 HMGP Grant Program to construct a 12 cubic-feet-per-second firm capacity pump station at Center Parkway near Florin Creek. The project would include the installation of 24-inch pipe in Center Parkway from Pomegranate Avenue to the pump station. The pump station and pipe will reduce the 100 -year flood elevations in the Pomegranate Avenue area and eliminate the remaining structural flooding in the surrounding floodplain area.

D. The City seeks to apply for a grant for an award amount up to $792,313. If awarded, there is a City cost match requirement of 25 percent of the total project costs of $1,056,418.

E. There are sufficient funds in the Drainage Sump Repl acement and Rehabilitation Program (W14130600, Fund 6011) for the City’s 25 percent match requirement of $264,105.

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1 The City Manager or the City Manager’s designee is authorized to:

A. Apply for grant funding through FY2022 HMGP Grant Program for an amount up to $792,313 to fund the grant portion of the Florin Creek area flood control project with a total cost of $1,056,418, which includes a required 25 percent local match of $264,105 from City funds.

B. If awarded, sign the funding agreement, prepare the necessary data, and execute all reporting, payment requests, and documentation of compliance applicable to the grant and completion of the project.

C. If awarded, establish revenue and expenditure budgets for the grant award amount up to $792,313 in the Drainage Sump Replacement Rehabilitation Program (W14130600, Fund 6211).
