Description/Analysis
Issue Detail: Staff recommends City Council approve an agreement with Wood Rodgers, Inc., to provide hydrogeological services consisting of test hole exploration to help assess groundwater well construction feasibility at potential well sites identified in the Groundwater Master Plan (GMP).
In 2017, the City completed a comprehensive GMP that provides a strategic guide for using the groundwater reserves to improve water supply reliability and diversify the City's water supply portfolio. Based on the GMP, for the City to continue its reliance on groundwater as part of its water supply portfolio, the City needs to begin implementing a program for well replacements. Several potential replacement well sites were identified in the GMP. This project will confirm the locations and allow the City to replace wells that are at or near their end of useful life.
The 2017 GMP included an evaluation of the City's existing groundwater resources and infrastructure and identification of current and future groundwater needs. The City has historically relied on groundwater to meet 15 to 20 percent of its water supply demands, producing on average 20,615 acre-feet (based on 2019-2021). There are currently 28 permitted municipal production wells, but only 23 are currently operated on a regular basis. As of 2020, the City’s oldest active well is 80 years old, and the average age of the City’s wells is 57 years. All but five of the City’s wells are currently at or near the end of their useful life and will need to be replaced within the next 5 to 15 years.
Policy Considerations: The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on April 28, 2022, in compliance with the City Code.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The current activity has been determined to be exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15306 – Information Collection. This exemption applies to activities that consist of basic data collection, research, experimental management, and resource evaluation which do not result in serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded.
Sustainability: The proposed project is consistent with the 2035 General Plan Policy U.2.1.2 to increase water supply sustainability and with criteria set forth in the Department of Utilities (DOU) Capital Improvement Project Programming Guide to rehabilitate, replace, and expand critical infrastructure to ensure reliability and safety.
The continued improvement and replacement of the City’s groundwater supplies will increase the reliability and quality of water supply and promote a surface water/groundwater conjunctive use program.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On January 4, 2022, a Request for Proposal (RFP) (P22141311004) was advertised and issued on PlanetBids for providing hydrogeological services. On the due date of February 1, 2022, three proposals were received from the following firms:
1. Woodard & Curran
2. Wood Rodgers, Inc.
3. Kleinfelder, Inc.
A four-member evaluation team that included staff from Department of Utilities (DOU) and one member from Yolo County Community Services Department, evaluated the proposals. Wood Rodgers, Inc. was the top-ranked firm.
Financial Considerations: The total estimated cost for the project is $1.5 million, based on the selected bid of $1,394,922. To provide sufficient funding for this project, staff recommends transferring $300,000 from the Base CIP Contingency‐Water (Z14000700, Fund 6005), $300,000 from the Well Rehab Program (Z14110100, Fund 6005), and $300,000 from the Water Master Plan Program (I14510200, Fund 6005) to the Conjunctive Use Groundwater Wells Program (I14510100, Fund 6005).
There are no General Funds planned or allocated for this project.
Local Business Enterprise (LBE): Wood Rodgers, Inc. is an LBE.

RESOLUTION NO. 2022-
Adopted by the Sacramento City Council
May 10, 2022
Professional Services Agreement for Engineering Services for the Well Site Feasibility Project and Approving Budget Related Transfers
BACKGROUND
A. The City has historically relied on groundwater to meet 15 to 20 percent of its water supply demands. In 2017, the Groundwater Master Plan (GMP) evaluated the City's existing groundwater resources and infrastructure and identified the current and future groundwater needs. Currently, five of the City’s municipal wells are offline due to water quality concerns. As of 2020, the City’s oldest active well is 80 years old, and the average age of the City’s wells is 57 years. All but five of the City’s wells are currently at or near the end of their useful life and will need to be replaced within the next 5 to 15 years.
B. For the City to continue its reliance on groundwater as part of its water supply portfolio, the City needs to begin implementing a program for well replacements. Wood Rodgers, Inc. will provide hydrogeological services to help assess groundwater well construction feasibility at potential well sites identified in the GMP. Completing this project will confirm the locations for replacement well sites and allow the City to begin replacing wells that are at or near their end of useful life.
C. A budget augmentation of $900,000 is required to provide sufficient funds to the Groundwater Well Conjunctive Use Program to complete the Well Site Feasibility Project.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. The City Manager or the City Manager’s designee is authorized to execute a Professional Services Agreement with Wood Rodgers, Inc. to provide hydrogeological services, for an amount not–to-exceed $1,394,922.
Section 3. The following budget transfers are approved:
Project Fund Project Name Amount
Z14000700 6005 Base CIP Contingency-Water ($300,000)
I14510200 6005 Water Master Plan Program ($300,000)
@BCL@A80DF11D, Rev. 2/20/19
Z14110100 6005 Well Rehab Program ($300,000)
I14510100 6005 Conjunctive Use Groundwater Wells Program $900,000
