Thank you for including the Thelma/Hawk mini park in the CIP . It may be small but will mean a lot to the neighborhood who has waited too long for this amenity.

One of the best additions to the Departmental budgets has been performance metrics for various funded line items. However, some of the metrics do not seem to indicate progress nor efficient and effective use of resources.
One metric, for example, measures the number of developed park acres maintained by FTE. In 2019, the actual number was 21.57 acres/FTE. Discarding the years affected by the pandemic, the metric for 2023 is 19.55 acres/FTE. This is a proposed decline in efficiency.
Another metric is the number of safety calls responded to per Park Ranger. In 2019, the actual amount was 370 calls/Ranger. The proposed metric for 2023 is 500 calls/Ranger. This indicates a lack of Park Ranger staffing to meet an apparent increase in demand, particularly when this metric states a typical Ranger can handle only 450 calls per year.
Metrics are an important assessment tool for ensuring City dollars are spent effectively. It is necessary, however, that the metrics be appropriately stated.

The Land Park Community Association represents over 7000 residence in an area inclusive of William Land Park, Miller Park, and the City Historic Cemetery. As park advocates, we wish to remind the Council that these regional City Parks have long been dependent on and benefited from volunteer organizations such as the Land Park Volunteer Corp with over 200 participants active on a monthly basis. We ask that the City Council show an equal commitment of support through providing the 2022-23 budget requested by the Department, with the addition of project funds for the Study of Zoo Replacement Alternatives. Our parks, programs and open spaces have provided key benefits to well-being through the pandemic and will continue to provide essential balance as we grow our city through infill development. - Kirk Vyverberg, Land Use Chair Devin Lavelle

Funding for our youth, parks and community enrichment has improved thanks to the passage of Measure U.
Programming has expanded and maintenance has improved. The community is grateful for this progress, to voters for approving Measure U and to the council and mayor for prioritizing youth and parks with these funds.
Prior councils significantly underfunded maintenance and a significant burden has been left for the current council. We are grateful that the budget has directed departmental savings towards deferred maintenance. This is a good start, but millions more is needed to meaningfully close the gap and would be a prudent use of one-time funds while the budget remains relatively strong.
The most frequent complaint I hear from the community is inadequate coverage from park rangers. Our rangers do tremendous work but are stretched thin across the city. Adding additional FTEs would significantly improve every community's ability to safely enjoy our wonderful parks.

Over the last Two Y ears, the YPCE Department has been on the frontline & the Face of the City to our neighbors who use a variety of services or vehicle for a mental health break while walking its green outdoor spaces.
YPCE is a unique Department where a dollar invested yields exponential, proven positive results. I support YPCE's 22/23 budget request, and I urge the City Council to resource it at least & beyond this year's budget request.
I am privileged being a YPCE advocate out in the community and the Spaces I occupy. I have seen first hand how YPCE Assets and Programming bring smiles to our neighbors' faces - creating forever memories.
Budgets reflect our Values, lets show how much we value YPCE.

I suggest that planting and pruning of TREES be added to the responsibilities of the Parks Maintenance. Our city trees need more care and pruning throughout their lifetimes. I did not find the arborist position in the listing of positions, which had helped with the demand for tree care in parks. Planting and maintaining trees is an effective way to improve air quality and meet the city's responsibilities to reduce our carbon footprint. Everyone benefits from well kept parks. thank you.
