Description/Analysis

Issue Detail: The Morrison Creek Revitalization Study will conduct engineering evaluations and develop a plan for Morrison Creek between 63rd Street and Power Inn Road that may include: alternatives for improved bicycle and pedestrian connectivity along the creek; improved crossings of the 65th Street Expressway, Logan Street, and Power Inn Road; restoration of the natural environment along the creek corridor including a riparian terrace at the north end of George Sim Park; and interpretive elements and an amphitheater to educate the public on the importance of floodplains for ecological diversity and river health.

The primary purpose of the project is to increase community access and stewardship of Morrison Creek in the Avondale, Glen Elder, and Southeast Village neighborhoods. This project was initiated by the community and residents have previously provided input on their vision for the corridor through listening sessions and visioning exercises. Through a partnership with the Sacramento Community Land Trust (SCLT), the City secured funding through the Department of Water Resources to continue to engage community residents and stakeholders in the evaluation and planning process to further their vision for the corridor. The project team, with direction from SCLT, will support residents’ involvement, coordinate with community partners and stakeholders, and ensure broad and diverse representation of the community as part of the study.

The City conducted a formal procurement process to retain a qualified professional engineering firm to prepare a feasibility study for the corridor. Based on the merits of the written proposals and subsequent interviews, a panel consisting of City staff and the SCLT is recommending awarding the contract to the top ranked firm, Michael Baker International, Inc.

The study will be used as a planning document to assist in programming future improvements to the creek as both a functional stormwater management system and a community amenity.

The study of alternatives will be sufficiently developed with estimated costs to be the basis for evaluation of environmental impacts in a future phase of work. City Council approval is needed for the award of the consultant contract.

Policy Considerations: The project is consistent with the City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The project promotes the development of a connected network (General Plan ERC 2.1.2), providing multi-modal choices (General Plan M 1.2.1), and providing a continuous bikeway network (General Plan M 5.1.3). The project is consistent with the Mobility Element to create a well-connected transportation network through integration of recreation and community facilities with other public spaces and rights-of-way that are easily accessible by alternative modes of transportation. The project is a near term implementation priority in the Bikeway Master Plan and is intended to expand open space opportunities and mobility options in an underserved community.

Economic Impacts: None
Environmental Considerations:

California Environmental Quality Act (CEQA): Under CEQA general rule 15061-B-3, CEQA applies only to projects which have the potential for causing a significant effect on the environment. Contract execution and analysis of feasibility will have no effect on the environment and is therefore not subject to CEQA review. Appropriate CEQA review for the project will take place in a future phase of work.

Sustainability: The project supports walking and bicycling and eliminating pedestrian barriers. The project will reduce dependence on the private automobile, decrease the use of fossil fuels, and help meet air quality standards.

Commission/Committee Action: None

Rationale for Recommendation: The Department of Public Works advertised a request for proposals for the selection of a consultant firm or team to provide engineering services necessary for the preparation of a feasibility study on Morrison Creek between 63 rd Street and
Power Inn Road. Five firms responded:

• Dudek
• Michael Baker
• Placeworks
• Stantec
• Wood Rodgers

A panel consisting of City staff from the Public Works, Utilities, and Youth, Parks, & Community Enrichment Departments, as well as an SCLT Board Member, evaluated the consultant teams’ written proposals based on experience, qualifications, project understanding, and work plan. All proposals were deemed qualified responders to the proposal solicitation process, and the top three firms (shown in bold above) were selected to interview. After the interviews, Michael Baker International, Inc. was selected by the panel as the top ranked firm.

Financial Considerations: The total estimated cost to complete the Morrison Creek Trail Revitalization Study is $822,000. There is sufficient funding available in the Morrison Creek Trail Revitalization Study (T15216100) to execute a Professional Services Agreement not to exceed $498,191 with Michael Baker International, Inc. and complete the study.

Local Business Enterprise (LBE): Michael Baker International, Inc. has pledged a 29% LBE participation for the project, which exceeds the 5% participation requirement.
