Description/Analysis
Issue Detail: In 2015, the City entered into City Agreement No. 2015-1775 with Amano McGann, Inc. (“Amano”) for the purchase and installation of a new parking access and revenue control system (“PARCS”) for five City-owned parking garages for a not-to-exceed amount of $5,752,963. The original term was for five years.
When planning for the Amano PARCS system, the City added customized requirements with enhanced features that were not available at the time such as new payment options, online reservations, event pricing, real-time occupancy signage, and more. Amano has continued working to successfully implement these enhanced features as new technology becomes available. The amended contract requires them to achieve full completion of work no later than July 1, 2022. Amano will warranty the PARCS system for a period of five years upon final acceptance of the system by the City.
Another required feature of the PARCS system was expandability. The City required the ability to add additional parking facilities to its PARCS system, including the option to integrate similar systems owned by other local organizations. Over the past several years, the City has entered into network hosting agreements with Sacramento County, Downtown Commons, Kaiser and most recently the State of California. The ability to provide network hosting solutions allows the City to create a more cohesive parking experience for visitors of Sacramento.
Parking Services staff are recommending the extension of the Agreement with Amano to allow the continued development of PARCS system enhancements, obtain maintenance services and replacement parts, and provide network hosting services to local partnerships.
Policy Considerations: The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on May 5, 2022, in compliance with the City Code.
This recommendation supports the Central City Parking Master Plan goal to make parking safe, secure, attractive, and convenient.
Economic Impacts: None.
Environmental Considerations: This agreement is exempt from the California Environmental Quality Act under Section 15301, “Operation of existing public structures or facilities involving no expansion of use.”
Sustainability: This action supports the City of Sacramento’s sustainability goals to improve and optimize the transportation infrastructure.
Commission/Committee Action: None.
Rationale for Recommendation: Approving the recommended extension of the Agreement with Amano will allow the City to continue to provide existing network hosting services to local partners as well as incorporate additional parking facilities in the future. It will also provide additional time to finalize system enhancements designed to meet parking modernization goals and improve overall customer service experience Because the PARCS system has exceeded five years of operation, the new Agreement will provide important maintenance services and parts critical to its continued functionality.
Financial Considerations: The original not-to-exceed amount of the Agreement with Amano McGann, Inc. was $5,752,963. Subsequent contract supplements increased that amount to $6,356,543.
Based on ongoing service levels and purchase of replacements parts, staff anticipate the cost of annual and recurring services and replacement parts through December 31, 2026, to be $2,607,799. This will increase the total not-to-exceed amount of the Agreement to $8,964,342.
Sufficient funds are available in the FY2021/22 Parking Services Division, Off-Street Parking Operating Budget (Fund 6004) to make purchases through June 30, 2022.
Purchases in subsequent fiscal years are subject to availability of funding in the adopted budgets for the applicable fiscal year.
Local Business Enterprise (LBE): Not applicable.
