reportedly, the sacramento city council is shortchanging the need to make major changes in our infrastructure in order to have a transition that is as smooth as possible, which will actually not be very smooth since everybody is acting like we can graft our fossil fuel lifestyles onto PVs, windmills, and batteries. the problem with that idea is that it’s only temporary, and it doesn’t scale up nationally let along globally. https://cas5-0-urlprotect.trendmicro.com:443/wis/clicktime/v1/query? url=https%3a%2f%2fwww.arb.ca.gov%2flists%2fcom%2dattach%2f8%2dsp22%2dpublichealth%2dws%2dWyhTNlI8WXoHaFQ6.pdf&umid=f29111a9-a0d4-4d29-8346- 36595ade93e0&auth=0c78d5381d8efeba9ba4477b3ca23a49d0ab462f-9289e0e82ab09c0800be81bbceb33e447ce01e99 https://cas5-0-urlprotect.trendmicro.com:443/wis/clicktime/v1/query? url=https%3a%2f%2fwww.researchgate.net%2fpublication%2f256048802%5fSustainable%5fInvestment%5fMeans%5fEnergy%5fIndependence%5fFrom%5fFossil%5fFuels&umid=f29111a9- a0d4-4d29-8346-36595ade93e0&auth=0c78d5381d8efeba9ba4477b3ca23a49d0ab462f-a5a21d15f0a3ce0c903c08af9bda5f756c931ee4 https://cas5-0-urlprotect.trendmicro.com:443/wis/clicktime/v1/query? url=https%3a%2f%2fwww.researchgate.net%2fpublication%2f333581837%5fIs%5fit%5ftrue%5fthat%5f%27Small%5fIs%5fBeautiful%27&umid=f29111a9-a0d4-4d29-8346- 36595ade93e0&auth=0c78d5381d8efeba9ba4477b3ca23a49d0ab462f-7f2b351320aa197d73c04ad0858d3d19c13afe01 A few highlights:

1. About 25 years ago, I calculated that fossil fuel energy is very cheap. It takes about 100 hours for a healthy adult to generate, such as on a bicycle generator, the amount of energy available from a gallon of gasoline. Comparing the minimum wage to the price at the pump, that’s a huge cost ratio, and very different than the conditions we were evolved to live in.

2. Fossil fuel energy is physical energy. Our physical needs are: clean air and water, healthy food, cooking, comfy shelter, and plenty of sleep and exercise. We would be wise to plan how to meet those needs without fossil fuels as soon as possible. That means substituting humanpower and manual tools for engines and motors as soon and as much as possible. Current mining and refining technologies for key metals and minerals (including those required for manufacturing PVs, windmills, and batteries) require fossil fuels for key processes: https://cas5-0- urlprotect.trendmicro.com:443/wis/clicktime/v1/query?url=https%3a%2f%2fwww.youtube.com%2fwatch%3fv%3dTFyTSiCXWEE&umid=f29111a9-a0d4-4d29-8346- 36595ade93e0&auth=0c78d5381d8efeba9ba4477b3ca23a49d0ab462f-6bded030d320c162b4dd773fa2186439c13fe5fb

3. One strategy which I believe would be very effective intheory posits that perfect consumer information leads to perfect markets and allocation. This kind of parallel-price market information would support consumers in making choices that would crowd climate-related externalities out of the monetary economy, in large part by making explicit the financial bias enjoyed by fossil fuels that is outlined in #1 above.

4. The sustainable discount rate is zero. Fossil fuels that are still in the ground are not stranded assets; they are assets whose real value is now negative but will be positive in a few centuries if we can figure out how to live within our means.

Thank you for the opportunity to comment.

Subject: Make Climate ACTION the priority!
Date: Tuesday, May 17, 2022 11:25:03 AM
Council member Jennings and City Council,
I listened with sadness and anger to last week's Tuesday night budget discussion (Item #22) with the distorted and deceptive City Manager presentation on his notion of the necessary trade-offs to get anything done (within the transportation sector) on climate mitigation and reaching carbon neutrality.

Thank you to Council members Valenzuela and Harris and Mayor Steinberg for at least recognizing the ruse.

We are already facing tremendous consequences from the ongoing global warming in CA and to some extent Sacramento (i.e., heat, drought, fire/smoke, pollution, child asthma, heat related illnesses and death). It is so easy to minimize and put off dealing with the few policy options we still have NOW, especially as elected officials who may have to stand up to the inertia and opposition to changing the status quo. But we are all paying the full price of this climate disaster NOW AND into the future where our children and elders will suffer needlessly from our lack of ACTION.

I call on each of you to step up to this greatest challenge you will ever face and take the necessary steps (even if unpopular) to put climate action as a number ONE PRIORITY in this and every future budget and get started today. Due to inadequate staffing, the Climate Action Plan is over a year and a half late and there won’t be enough capacity to implement the plan once it's finalized. Climate action can support other secondary goals and priorities and creates co-benefits for economic development (e.g., re-build suburban cores), safety (e.g., safe green spaces) youth, and public health (e.g., equity, pollution). There are some relatively easy first steps you can take tonight!

Please take ACTION:

1. Fund city staff positions that specifically support the acceleration of climate action.

2. Accelerate projects already funded by the public works budget, and

3. Stop increasing the police budget at the expense of the community and environment!

4. Explore other mechanisms or budgets for funding more climate action.

Thank you,
Steve Wirtz

I understand that the City has not included a CAP in its budget. This is alarming. I urge the Council to do so.

Thank you,
Dawn Whitney
