Description/Analysis
Issue Detail: The Parking Support Center (“PSC”) located on the ground floor of the Capitol Garage consists of approximately 3,830 square feet of office space, workshop areas, and storage. The Parking Services Division performs critical administrative tasks at this location to support both on- and off-street parking operations. Due to the nature of the work in the facility, the space for the PSC is currently being used and will continue to have active use throughout construction. This has required City to phase the construction of the tenant improvements to allow for ongoing activities, which has presented some ongoing logistical challenges.
Design, construction coordination challenges, and unforeseen conditions have contributed to significantly lengthening the project delivery schedule, therefore creating additional project management and other expenditures not originally anticipated in the project budget. A total of 111 calendar days have been added to the project delivery schedule.
Change Order No. 1 totaling $56,338 was executed to address changes to the bid documents, material cost escalation, unforeseen site and utility conditions, and City-initiated changes encountered during construction. Change Order No. 2 entails design, construction challenges and unforeseen conditions along with the cost of the extension of contract days associated with added phasing to allow ongoing operations.
Policy Considerations: The recommendation in this report is in accordance with City Code Section 3.60.170(B) and City Public Projects Policy Section 2.2(a)(1), which state that the restrictions and provisions of Chapter 3.60 requiring the award of contracts by competitive bidding.
Economic Impacts: The execution of Change Order No. 2 is expected to create 1.82 jobs (1.04 direct jobs and 0.78 jobs through indirect and induced activities) and create $280,434 in total economic output ($176,760 of direct output and another $103,674 of output in indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one- year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The action is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15301. The action involves the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, or mechanical equipment, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The exemption covers interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances; and similar facilities; restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. The project qualifies for a Categorical Exemption under Article 19 of CEQA Guidelines Section 15301, existing facilities. No environmental review is necessary.
Sustainability: Not applicable.
Commission/Committee Action: None
Rationale for Recommendation: The City awarded the Parking Service Support Center Modernization Project construction contract to Jones & Lamberti Builders for an amount not to exceed $572,968, under Bid No. B21014541002.
Approving Change Order No. 2 and resetting the City Manager’s authority to approve change orders will facilitate the completion of the PSC project.
Financial Considerations: There is sufficient funding within the Parking Garage Structure Repairs Project (V15210000) to execute Change Order No. 2 with Jones & Lamberti Builders for the PSC Project in the amount of $397,854 (Fund 6004). The above-described funding amounts do not include funding for the ongoing operation, maintenance, and repairs of the PSC.
Local Business Enterprise (LBE): Jones & Lamberti Builders is not an LBE but has partnered with LBE sub-contractors, Delta City Drywall, Inc. for framing and drywall, Air Craft, Inc. for HVAC work, Connected Communications, Inc. for communication and access control, WWF Contractors Corporation for plumbing and concrete saw cutting, B.T. Mancini Co., Inc. for resilient flooring, Fischer Tile Marble, Inc. for ceramic tile, B.M. Lynn Painting, Inc. for painting and Protégé Commercial Builders, Inc. for the steel work to exceed the minimum LBE requirements.
