Title: Review of Applicants for the Natomas Basin Conservancy Board of Directors

Recommendation: 1) Conduct interviews of applicants to the Natomas Basin Conservancy Board of Directors for Seat B: member who is not a current employee of the United States Fish and Wildlife Service, the United States Department of Interior, California Department of Fish and Game, or the State of California's Resources Agency and appointed by the City of Sacramento, and Seat C: member who is not a current employee of the United States Fish and Wildlife Service, the United States Department of Interior, California Department of Fish and Game, or the State of California's Resources Agency and appointed by the City of Sacramento; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

I am a life long resident of California and have lived in Sacramento for the last 15+ years. Before retiring in 2013 I was a professional supervising wildlife biologist and
environmental planner for the state of California for over 30 years. In that capacity I worked on habitat restoration, environmental planning, advanced mitigation and wildlife conservation/recovery throughout the state. I held various environmental technical and supervisory positions with
Caltrans and as program manager for California Fish and Wildlife. Since retiring I volunteer for several local nonpro!t organizations with a primary focus on wildlife, habitat conservation and climate change. I know the importance of regional conservation planning and implementation e"orts like the Natomas Basin Conservancy and would like to
contribute to its success. I am familiar with the covered species and habitats in the Natomas Basin Conservancy. As a parent and grandparent with family in Sacramento I would like to contribute to ensure that everyone has ongoing
opportunities to enjoy nature and wildlife.

I worked on numerous regional conservation and recovery planning e"orts beginning with the San Joaquin Habitat
Conservation Plan. These plans had multi-species and
habitats focus requiring participation by diverse
stakeholders and agencies. Successful implementation of these plans is necessary to ensure species conservation and e"ective local planning and development. I also oversaw the development and implementation of a multi-agency Caltrans contract to hire professional staff in various resource agencies including CDFW, USFWS, ACOE, CCC, EPA and
others to provide advance review and mitigation strategies for transportation projects. I managed multi-million dollar statewide grant programs that provided competitive funding for wildlife conservation and recovery for the California Department of Fish and Wildlife. I was the program manager for the California Department of Fish and Wildlife Nongame Wildlife Program with professional staff specialists. I served on various state/federal recovery programs for species
including the California Condor, Channel Islands Fox and others. I have overseen the state listing of species as threatened or endangered as well as the delisting process to remove species from these lists. I oversaw the development of the state's first State Wildlife Action Plan including overseeing a contract with UC Davis. I also oversaw update reports to the California Species of Special Concern reports for birds, reptiles/amphibians, !sh, and mammals. I continue to participate in professional organizations including the Wildlife Society, Ecological Society of America and the Society of Conservation Biologists. I also volunteer with Biologists Without Borders on African wildlife projects.

I was a member of the City of Sacramento's Tree Mitigation Committee for Sutter's Landing Park (SLP) and the McKinley Pond restoration advisory committee. I am a board member for the Friends of Sutter's Landing Park and Friends of the River Banks. I helped the City of Sacramento apply for and be awarded a $1.5 million grant for restoration and recreation improvements at SLP. I am a technical advisor for Save the American River Association. I am also a volunteer with 350 Sacramento working on local/state climate issues. I regularly participate in the Lower American River Task Force, Bank Protection Work Group, Water Forum/Habitat Working
Group, ECOS and Habitat 2020 meetings. I served on a
federal Grand Jury for the northern California region for 17 months. I have also served on various juries for the County of Sacramento. I have been a boardmember for a 37 unit
condo HOA for the last several years.
