Title: Review of Applicants for the Utilities Rate Advisory Commission
Location: Citywide
Recommendation: 1) Conduct interviews of applicants to the Utilities Rate Advisory Commission for Seat A: a member who is a city resident; resides in, owns, or manages a multifamily residence that receives utility service; and possesses expertise or has demonstrated leadership in one or more of the following areas: accounting, auditing, construction management, engineering, finance, law, sewage collection and treatment, solid waste collection and disposal, recycling, storm water collection and conveyance, water quality, or water supply and distribution, and Seat G: a member who is a city resident and receives utility service; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee (Committee) conducts interviews of applicants for open board and commission positions. Traditionally the Committee conducts interviews at one meeting then makes nominations at the following meeting, however, due to the urgency of filling these seats, it is recommended that the Committee conduct interviews as well as make nominations to forward to the Mayor for appointment at this time.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment.

I would like to continue the work our commission has done with the Department of Utilities and Recycling and Solid Waste. After two terms on the commission, I have more of a handle on the information they provide us.
I think I add a sharp eye to the commission. In the storm drainage rate increase, I worked closely with the department and their consultants to make sure the rate structure didn't penalize multi-family housing. The improvements we
developed were included in the final rate structure.

I work with water and wastewater treatment. I have been through the Prop 218 process with clients and was already familiar with it prior to applying to the URAC. I am familiar with both the technical aspects of water and wastewater and the rate setting process.
