Description/Analysis
Issue Detail: Staff recommends Council approve an agreement with Wood Rodgers, Inc., for testing, design, and engineering support services for the Fairbairn Water Treatment Plant (FWTP) Well Equipping Project. The well has previously been drilled at the site and these services are needed to perform water quality and performance testing in order to complete design and construction to equip the existing well with the right pumps, treatment equipment, building layout, chemicals, electrical components and other site development to bring the well online at the FWTP.
In 2010, the City received funding from State of California Prop 84 in the form of a grant to construct a new well at FWTP. In the summer of 2016, the well was drilled and constructed in the northeast section of FWTP. In April 2021, the City was awarded $1.5 million in the form of a grant from the United States Bureau of Reclamation (USBR) to complete the equipping of the FWTP Well. The City is required to provide $5M of funding for the project as a requirement of the USBR grant.
Pump tests of the FWTP well indicate the well may yield as much as 3,000 gallons per minute.
If equipped, this well would be the highest producing well in the City’s water system.
Additionally, this well could be configured and used to fill the reservoir at FWTP when needed or directly supply the distribution system when the plant is offline. Equipping this well will result in a high yielding water production well that will strengthen the City’s groundwater supply and provide flexibility for operation at the FWTP.
Policy Considerations: The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on May 20, 2022, in compliance with the City Code.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The activity described in this report has been determined to not be a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b). The engineering and design activity is a continuing administrative and maintenance activity [CEQA Guidelines section 15378 (b)] and is not subject to CEQA (CEQA Guidelines Section 15060(c)(3)].
Sustainability: The proposed project is consistent with the 2035 General Plan as it improves infrastructure reliability, which will strengthen the City’s groundwater supply.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On November 3, 2021, a Request for Proposal (RFP) (P22141311003) was advertised and issued on PlanetBids website for testing and equipping design of the well at FWTP. On the due date of December 7, 2021, two (2) proposals were received from the following firms:
1. Wood Rodgers, Inc.
2. Peterson Brustad, Inc.
Staff reviewed the proposals and based on their knowledge, expertise, and experience, Wood Rodgers, Inc. was selected to provide the requested services.
Financial Considerations: The proposed agreement is for an amount not-to-exceed $1,282,400. Sufficient funding exists in the Well Rehab Program (Z14110100, Fund 6205) to award the agreement.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Wood Rodgers, Inc. is an LBE.
