2-Supplemental Agreement CAMA Funding for Director

Description/Analysis
I
ssue Detail: The City of Sacramento and the Crocker Art Museum Association (“CAMA”) jointly manage the Crocker Art Museum located at 216 O Street. In 1998, the City and CAMA decided that the Director position for the museum should be transferred to a CAMA employee.

For decades the position had been staffed by a city employee. The Director would be jointly appointed by CAMA and the City Manager. The position is within a specialized field and the City and CAMA needed to ensure they could recruit and retain a person to continue to oversee and manage the museum.

O
n October 13, 1998, the City entered into an agreement with Crocker Art Museum Association, where the City agreed to fund a portion of the Director’s salary. The agreement is also referred to as City Agreement Number 98-171. The initial term of the agreement was for three years with annual extensions to be mutually agreed upon between the parties.

S
ince entering into the agreement in 1998, the parties have renewed the agreement on an annual basis since 2002. The agreement has since been renewed eighteen times.

T
he parties are familiar with the terms of the agreement and have been able to work together in implementing the provisions and obligations, such as the joint appointment of the Director position by the City and CAMA and annual performance review of the Director position by both parties. Consequently, the City and CAMA desire to continue with the obligations set forth in the agreement.

P
olicy Considerations: The proposed amendment supports the City’s 2035 General Plan Goal ERC 4.1 to provide a diversity of arts and cultural facilities and programs for people of all ages to improve knowledge of Sacramento’s history, enhance quality of life, and enrich community culture, and policies that encourage partnerships with organizations to support cultural educational activities and programming, children’s programming, and reinvestment in City facilities.

E
conomic Impacts: Not applicable.

E
nvironmental Considerations: The report concerns administrative activities that will not have a significant effect on the environment and is exempt from the Environmental Quality Act (CEQA) review [CEQA Guidelines Sections 15061(b)(3); 15378(b)(2)].

S
ustainability: Not applicable.

C
ommission/Committee Action: Not applicable.

Rationale for Recommendation: In 1998, the Director position was transferred to CAMA so the Director is a CAMA employee. Since that time, the budget for the City’s contribution for operational support was established by a Staff Aide position in the department that remained vacant. The City no longer has an active Staff Aide classification, so staff is requesting to amend the agreement to reflect the updated budgeting for the City contribution effective for Fiscal Year (FY) 2022/23, pending Council approval of the FY2022/23 Operating Budget.

Financial Considerations: The annual cost for the agreement is paid by the Convention & Cultural Services Department and is included in the department’s operating budget. Sufficient funding is available in the Department’s FY2022/23 Operating Budget, pending Council approval, to execute the contract through June 30, 2023. Funding in future fiscal years is subject to availability of funding in the adopted budgets for the applicable fiscal year.

Local Business Enterprise (LBE): Not applicable.
