Description/Analysis
Issue Detail: The 2022 Resurfacing Project includes resurfacing of various streets in the Northgate area neighborhood.
The 2022 Resurfacing Project was advertised on March 9, 2022, and four bids were received.
Staff recommends that the construction contract be awarded to the lowest and responsive bidder, American Pavement Systems, Inc.
Policy Considerations: The recommendations in this report are consistent with City Code Chapters 3.60 and 3.64, and City Code Section 4.04.020.
Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on June 3, 2022, in compliance with the City Code.
Economic Impacts: This new infrastructure is expected to create 6.68 total jobs (3.84 direct jobs and 2.84 jobs through indirect and induced actives) and create $1,031,717 in total economic output ($650,299 of direct output and another $381,418 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one- year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has determined that the 2022 Resurfacing Project (“Northgate Neighborhood Cape Seal Project”) is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section 15301(c).
Projects exempted under Class 1, Section 15301(c) consist of the operation, repair or minor alteration to existing highways and streets, sidewalks, bicycle and pedestrian trails, and similar facilities.
Sustainability: Not applicable.
Commission/Committee Action: None
Rationale for Recommendation: The 2022 Resurfacing Project was advertised, and bids were received on April 6, 2022. The bids are summarized below:
Contractor Bid Amount LBE Requirement
(5% Goal)
American Pavement Systems, Inc. $1,670,973.00 10.7%
VSS International $1,707,120.00 0.0%
Doolittle Construction $1,780,012.23 9.4%
Pavement Coatings, Inc. $1,785,575.00 77.0%
The Engineer’s estimate was $1,670,235.
It is recommended that the construction contract be awarded to the lowest responsive and responsible bidder, American Pavement Systems, Inc.
Financial Considerations: The estimated total cost to complete design and construction activities for the 2022 Resurfacing Project is approximately $2.9 million. With the approval of the transfers below to the 2021 Transportation Corridor Program (R15210000), there will be sufficient funding to execute a construction contract with American Pavement Systems, Inc. for an amount not to exceed $1,670,973 for the 2022 Resurfacing Project.
