Description/Analysis
Issue Detail: Staff recommends Council approve an agreement with Woodard & Curran, for developing computerized models containing the City’s trunk systems of 14 sewer basins located in the north area and tributary to the Sacramento Area Sewer District’s (SASD) Dry Creek Interceptor in support and in conjunction with the Regional Sanitation District’s (Regional San) update of their Interceptor Capacity Plan (ICP). SASD has taken ownership and authority of the interceptor system previously owned by Regional San and these agencies together will be referred herein as the “Districts.” The City’s modeling efforts will be performed in coordination with the Districts’ modeling efforts.
Woodard & Curran is providing hydraulic modeling services for the Districts’ ICP update and in conjunction, Woodard & Curran will develop a model containing the City’s trunk sewer system to be incorporated into the Districts’ interceptor model by SASD. The unified model will accomplish several purposes including providing an opportunity to collaborate with the Districts on alternative analysis for capital improvement programs that better serve the needs of the Districts and the City. Staff selected Woodard & Curran to develop a model of the City’s north area sewer basins from the list of consultants developed under the request for qualifications On-call Consultant Services for Department of Utilities Engineering and Water Resources Division, Category 5, “Hydrology, Modeling, Planning and Studies”.
Policy Considerations: In conformance with City Code 3.64.020, City Council approval is required to execute professional service agreements for services if the amount expended under agreement is $250,000 or more. Pursuant to the Professional Services Policy, section
1.1(c)(1), when on-call services contracts are used, the amount of the procurement is the cumulative amount of the on-call services contracts if multiple on-call services contracts are being let to multiple contractors for the same scope of services. This contract raises the cumulative contract amount for Category 5 over the $250,000 threshold thus requiring council approval.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): This report concerns activities that will not have a significant effect on the environment and are exempt from the requirements of the California Environmental Quality Act (CEQA), under CEQA Guidelines Section 15306, Information Collection. The project consists of basic data collection, research and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource.
Sustainability: The proposed project is consistent with the 2035 General Plan Citywide Policies such as Provision of Adequate Utilities (U 1.1.1), Citywide Level of Service Standards (U 1.1.2), Sustainable Facilities and Services (U 1.1.3), Timing of Urban Expansion (U 1.1.4), Growth and Level of Service (U 1.1.5), and Infill Areas (U
1.1.6) as it will allow staff to improve infrastructure reliability, allow for sustainable growth while timing the expansion and growth of the vacant and developable areas in the north together necessary improvements to infill areas and coordinated with the County’s interceptors for receiving wastewater from the City’s collection system.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On April 22, 2021, a Request for Qualifications (RFQ) (Q21141311004) was advertised and issued on PlanetBids for On-call Consultant Services for the Department of Utilities’ Engineering and Water Resources Division through which a list of pre-qualified consultants was established for 10 separate categories to provide services related to the City’s water, wastewater, storm drain systems, and associated electrical infrastructure. The categories are as follows:
Category 1 – Civil & Mechanical Design
Category 2 – Structural Design
Category 3 – Electrical, Instrumentation, and SCADA Design Category 4 – SCADA Programming
Category 5 – Hydrology, Modeling, Planning, and Study
Category 6 – Flood Plain Management Support
Category 7 – Geotechnical
Category 8 – Condition Assessment
Category 9 – Environmental and Environmental Compliance Category 10 – Public Outreach
On the due date of May 27, 2021, 59 statement of qualifications (SOQs) were received for all ten categories, of which seven were for category 5, “Hydrology, Modeling, Planning, and Study”, from the following firms: a) Carollo Engineers, b) MRPE, Inc., c) Stantec, d) West Yost Associates, e) Wood Rodgers, f) Woodard & Curran, and g) WRECO.
Qualifications were evaluated for each category by 10 multi-member groups of staff from the City’s various departments, particularly Utilities, and outside agencies. The ten teams evaluated the statement of qualifications (SOQ) submitted based on the ranking criteria as written in the RFQ, and the teams provided their ranking and selections of the firms in June of 2021.
Woodard & Curran was selected for this project based on their knowledge and familiarity with the District’s ICP project.
Currently, Council approval required when the aggregate amount of contracts reaches $250,000 for each category. With this contract, Category 5 has exceeded the $250,000 threshold. Hence staff is also requesting that Council reset the $250,000 spending authority for each category as part of this item.
Financial Considerations: The proposed agreement is for an amount not-to-exceed $99,266.
Sufficient funding exists in the Wastewater Planning Program MYOP (I14610200, Fund 6006) to award the agreement.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Woodard & Curran is an LBE.
