Description/Analysis

Issue Detail: The Highway Safety Improvement Program (HSIP)-9 Lampasas Avenue and Rio Linda Boulevard Intersection Safety Project is an operational improvement that will enhance safety at the Lampasas Avenue and Rio Linda Boulevard intersection.

This project includes installing pedestrian crossings across both Lampasas Avenue legs and the northern Rio Linda Boulevard leg of the intersection. Pedestrian refuge islands will be added to the southern and northern legs of the intersection to help reduce pedestrian exposure, and the intersection will be restriped and realigned to reduce excess pavement and make turning movements more intuitive. The project will also transition the eastbound Lampasas Avenue approach to an eastbound one-way local street to reduce conflict points at the intersection.

In addition to the safety improvements mentioned above, this project includes the pavement maintenance and resurfacing of the intersection and connected legs.

The project was selected for funding in Cycle 9 of the HSIP program based on the frequency of collisions at the intersection. Additional funding for the project was secured in the Sacramento Area Council of Governments (SACOG) 2020 Regional program for project elements that were not eligible for HSIP reimbursement.

Policy Considerations: The project is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The project will help manage safe operating conditions (General Plan M 1.1.2), improve the attractiveness of walking, bicycling, and riding transit (General Plan M 1.2.1), and improve pedestrian safety at intersections and crossings (General Plan M 2.1.7).

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The appropriation of funds is not subject to the provisions of the CEQA. Under CEQA general rule 15061(B)(3), CEQA applies only to projects which have the potential for causing a significant effect on the environment. This action will have no effect on the environment, thus are not subject to CEQA. Appropriate CEQA review will take place as part of project development process.

The California Department of Transportation (Caltrans) is the lead agency for the National Environmental Policy Act (NEPA), as assigned by the Federal Highway Administration for these federal transportation funds. The appropriate NEPA review will take place as part of project development process.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: The budgetary adjustments are necessary to complete preliminary engineering for the HSIP-9 Lampasas Avenue and Rio Linda Boulevard Intersection Safety Project.

Financial Considerations: The estimated cost to complete preliminary engineering for the HSIP-9 Lampasas Avenue and Rio Linda Boulevard Intersection Safety Project (T15205500) is approximately $1.5 million. With approval of the $424,000 (Federal Capital Grants, Fund 3703) and the transfer of $327,138 (Major Street Construction, Fund 2007) and $67,862 (Gas Tax, Fund 2002) from the expenditure budget of the State and Federal Grant Match Project (T15007200), there will be sufficient funding to complete the preliminary engineering phase.

There is sufficient funding within the State and Federal Grant Match Project (T15007200) to support the proposed transfers to the Rio Linda Boulevard Intersection Safety Project.

There are no General Funds planned or allocated for this project.

Local Business Enterprise (LBE): The contract with Kimley Horn is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The DBE goal for this project is 6%. Kimley Horn exceeded the DBE goal by pledging 16%.
