Description/Analysis
Issue Detail: The City conducts systemic safety analyses of the transportation network to produce a data-driven approach to implementing safety improvement projects throughout the City. In 2016, City staff applied for and received grant funding through the State Highway Safety Improvement Program (HSIP) for the installation of mast arm traffic signals to replace traffic signal heads mounted on pedestals in medians at seven existing signalized intersections, upgrade traffic signal heads to current standards, upgrade pedestrian signal heads to current standards, install new traffic signal controllers, construct Americans with Disabilities Act (ADA) compliant curb ramps, and install dilemma zone detection.
The Project Plans, Specifications, and Estimate for the HSIP-8 Traffic and Pedestrian Signal Improvements Project were completed for 94 intersections throughout the City and approved by the City Council on October 12, 2021 (Resolution No. 2021-0306).
Conflicts from additional public works projects were identified after advertising and award of the HSIP-8 Traffic and Pedestrian Signal Improvements Project. To avoid rework from subsequent projects, it was determined that it is most efficient to incorporate these changes into the HSIP-8 Traffic and Pedestrian Signal Improvements Project. These changes include the following improvements:
• At Freeport and Pocket Road intersection, adjust pole and curb ramp location to allow for future southbound right turn pocket.
• At Freeport and Pocket Road intersection, adjust pole and curb ramp location to allow for future westbound right turn pocket.
• Set curb ramp widths and crosswalks to accommodate future Del Rio Trail crossing. • Reset and upgrade drainage inlets to current standard at the intersection of Fruitridge Blvd and Helen Road.
The value of this change order exceeds the allowable City Manager authority per City Code.
Staff recommends the City Council approve Change Order No. 1 with Pacific Excavation for the City Agreement No. 2021-1145.
Policy Considerations: The project is consistent with the City General Plan goals and key policies of managing the travel system to ensure safe operating conditions, and to effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system.
Economic Impacts: This change order is expected to create 2.13 total jobs (1.22 direct jobs and 0.91 jobs through indirect and induced actives) and create $328,408 in total economic output ($206,998 of direct output and another $121,410 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one- year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in Sections 15301(c) and 15303(d)(e) respectively.
National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these federal grant funds. Caltrans senior environmental planning staff reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c) (8).
Sustainability: The project is consistent with the City’s goals and key policies to improving traffic flow and associated fuel economy of vehicles traveling on City streets by ensuring that signal timing considers safe and efficient travel for all modes.
Commission/Committee Action: None.
Rationale for Recommendation: Change Order No. 1 is needed to provide funding for additional work identified at the intersections of Freeport Boulevard/Pocket Road and Fruitridge Road/Helen Way.
The proposed work at Freeport Boulevard and Pocket Road is needed to coordinate work for three additional proposed projects at this location and ensure that all improvements are installed at their ultimate location.
The proposed work at Fruitridge Road and Helen Way is performed at the request of the Department of Utilities to upgrade existing drainage infrastructure at the intersection to current standards.
Financial Considerations: The estimated total project cost for the HSIP-8 Traffic and Pedestrian Signal Improvements Project (T15185600) is approximately $7.6 million. There is sufficient funding in the project to execute Change Order No. 1 to City Agreement No. 2021- 1145 with Pacific Excavation, for an amount not to exceed $531,891, bringing the overall contractual not-to-exceed amount of $4,271,024 and cover the remaining construction management and all other project related costs.
There are no General Funds planned or allocated for this project.
Local Business Enterprise (LBE): The contract with Pacific Excavation is a federally-funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The DBE goal for this project is 10%. Pacific Excavation exceeded the DBE goal by pledging 11.6%.
