Local Homeless Action Plan:

Gaps Analysis and Action
Plan Strategies
Gaps Analysis: A Transformed System

Gaps Analysis: Key Takeaways (1/3)
 Estimates will be adjusted as more current data is
available.
 Investments in Prevention, Diversion, and Permanent
Housing solutions will directly reduce homelessness.
 When funded, developed, and operated consistently,
these solutions can eliminate the need for additional
emergency shelter capacity.

Gaps Analysis: Key Takeaways (2/3)
 Alternatively, without significant additional prevention and rehousing capacity (“business as usual”), more
people will experience homelessness.
 Near-term investment in additional shelter capacity is needed to ensure safety and access to rehousing
assistance but should be flexible to allow for later
repurposing/use for housing.

Gaps Analysis: Key Takeaways (3/3)
 Efforts are needed to increase positive turn-over (and openings) among current PSH units, increase the overall number of PSH units and related services.
 The need for rehousing supports and affordable,
supportive housing options, including cross-sector
collaborations of housing resources and services
resources
