Description/Analysis
Issue Detail: The Department of Utilities has an ongoing need for the disposal of residual solids that are a by-product of the drinking water treatment processes and dredging at City Storm drainage Sump 157. Staff recommends Council approve an agreement with Blue Jay Trucking, Inc. to provide residual solids hauling services from the Sacramento River Water Treatment Plant, E. A. Fairbairn Water Treatment Plant, and Sump 157 to the City’s contracted landfill, currently Yolo County Landfill. These services are needed for the continued treatment of river water for drinking water purposes, and for the maintenance of Sump 157.
Policy Considerations: City Council approval is required for contracts of $250,000 or more.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The activity described in this report has been determined to not be a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b). The activity is a continuing administrative and maintenance activity [CEQA Guidelines section 15378 (b)] and is not subject to CEQA [CEQA Guidelines Section 15060(c)(3)].
Sustainability: The proposed contract is consistent with the 2035 General Plan by ensuring continued safe treatment and disposal of residual solids from the drinking water treatment process and from Sump 157.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Invitation for Bid (IFB) B22141111008 was advertised on September 27, 2021. Two bids were received. Blue Jay Trucking, Inc. was deemed to be the lowest responsible bidder.
Since the quantity of residual solids vary each year, Staff recommends approval of a three- year term for a total not-to-exceed amount of $350,000.
Financial Considerations: The proposed agreement has a maximum three-year term for a total amount not-to-exceed $350,000.
Sufficient funding for this agreement exists in DOU’s Fiscal Year 2022/23 operating budget to fund the first year of the agreement. Funding for future fiscal years shall be subject to funding availability in the budget adopted for the applicable fiscal year.
There are no general funds allocated or planned for this project.
Local Business Enterprise (LBE): Blue Jay Trucking is an LBE.
