Description/Analysis
Issue Detail: The City established the Northgate Boulevard Signals Modifications (Project) to improve safety and operations for vehicular, pedestrian, and bicycle travel. The project consists of installing two new traffic signals at the intersections of Northgate Boulevard at Rio Tierra Avenue and Northgate Boulevard at Sotano Drive / Wisconsin Avenue; modifying an existing signal at the intersection of Northgate Boulevard at Haggin Avenue; and installing an interconnect system.
The Project plans, specifications, and estimates for the Northgate Boulevard Signals Modifications were completed for three intersections at Northgate Boulevard/Rio Tierra Avenue, Northgate Boulevard/Sotano Drive, and Northgate Boulevard/ Haggin Avenue. See Attachment 3 for Project Plans.
The removal of one City-owned tree is needed to accommodate the installation of a traffic signal pole at the southwest corner of Northgate Boulevard and Sotano Drive. All requirements of the City tree ordinance have been met.
Policy Considerations: The Project is consistent with the City General Plan goals and key policies of managing the travel system to ensure safe operating conditions, and to effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system.
The Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This item was published for 10-day review on June 17, 2022, in compliance with the City Code.
Sacramento City Code Ordinance No. 12.56.040 requires the City Council Approval for the removal of City Trees.
Economic Impacts: This new infrastructure is expected to create 5.35 total jobs (3.08 direct jobs and 2.27 jobs through indirect and induced actives) and create $825,654 in total economic output ($520,416 of direct output and another $305,238 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average oneyear period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in Sections 15301(c) and 15303(d)(e) respectively.
National Environmental Policy Act (NEPA): With funding from Community Development Block Grant (CDBG), the Sacramento Housing and Redevelopment Agency (SHRA) is the lead agency for NEPA. Following NEPA approval through the Department of Housing and Urban Development, SHRA will issue a notice to proceed to the City. Construction will not proceed until NEPA is complete and the notice to proceed is issued.
Sustainability: Not Applicable.
Commission/Committee Action: None.
Rationale for Recommendation: The Northgate Boulevard Signals Modifications Project was established to improve safety and operations for vehicular, pedestrian, and bicycle travel.
The Northgate Boulevard Signals Modifications Project was advertised for construction, and a total of four bids were received on May 11, 2022. The results of the bids are summarized below:
Contractor Bid
Pacific Excavation, Inc. $1,337,233
Bear Electrical Solutions, Inc. $1,427,100
St. Francis Electric $1,495,975
Tennyson Electric $1,611,675
The engineer’s estimate was $1,700,000.
All bidders met all required bid conditions. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, Pacific Excavation, Inc.
Construction is anticipated to begin July 2022 and be completed December 2022.
Financial Considerations: The estimated total cost to complete design, right-of-way, and construction activities for the Northgate Boulevard Signals Modifications Project is approximately $2.1 million. With the transfer of $250,000 (Road Maintenance and Rehabilitation, Fund 2036) from the expenditure budget of the Transportation Corridor Program (R15210000) to the Northgate Boulevard Streetscape Project (T15046100), there will be sufficient funding to award the construction contract to Pacific Excavation, Inc. for an amount not to exceed $1,337,233 and cover the remaining construction management and all other project related costs.
There is sufficient funding within the Transportation Corridor Program (R15210000) to support the transfer to the Northgate Traffic Signals Improvements Project (T15046100) in the amount of $250,000 (Road Maintenance and Rehabilitation, Fund 2036).
Local Business Enterprise (LBE): This project has state and federal Community Development Block Grant (CDBG) funding; therefore, the City’s LBE requirement is held in abeyance. The use of CDBG funds requires that the contractor makes a good faith effort to recruit sub-contractors who are Minority/Women Owned Business Enterprises (M/WBE). All bidders met M/WBE requirements.
